About this file

This is a Request for Quotation (RFQ) for industrial fan maintenance services issued by the 316th Contracting Squadron at Joint Base Andrews, Maryland. The solicitation number is FA286026Q0045, with an issue date of September 14, 2026, and a response deadline of September 21, 2026, at 12:00 p.m. EDT. This is a 100% Total Small Business Set-aside with a NAICS code of 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and a small business size standard of $12.5 million. Archie Y. Warren is the Contracting Officer (archie.warren@us.af.mil). The Government intends to award a firm-fixed-price purchase order with one 12-month base period plus four 12-month option periods, commencing September 25, 2026, for a total contract period extending through September 24, 2033.

The scope of work requires comprehensive annual preventative maintenance and inspection (PMI) services on 24 Big Ass Fans High-Volume, Low-Speed (HVLS) industrial ceiling fans installed across four hangars at Joint Base Andrews. The contractor must furnish all labor, management, supervision, specialized tools, rigging equipment, lift equipment, and materials necessary to perform mechanical adjustments, electrical testing, and minor servicing. All technicians must hold current, active "Factory-Certified" or "Factory-Trained" credentials from Big Ass Fans or an authorized partner network. Additional constraints include federal background check clearance for base access and compliance with Service Contract Labor Standards Wage Determination No. 2015-4281. Quotes must be submitted via email in two volumes: Volume I (Technical Capability—maximum one page demonstrating factory credentials) and Volume II (completed Quotation Pricing Table for base and all four option periods). Evaluation will follow a Lowest Price Technically Acceptable (LPTA) basis, with technical acceptability determined on a pass/fail basis against factory certification requirements, and price evaluated for fairness and reasonableness. The Government will evaluate the lowest-priced quote technically first; if acceptable, award will proceed; if unacceptable, evaluation continues with the next lowest-priced quote.

General Information

Requirement Information mailto:archie.warren@us.af.mil

Offerors must thoroughly review the below administrative and operational constraints. By submitting a quotation, the contractor certifies their full capability to comply with these terms.

1. Base Access: All servicing technicians must be capable of passing federal background checks to secure entry to the installation.

2. Wage Rates: This requirement is subject to Service Contract Labor Standards Wage Determination No., 2015-4281 dated 22 August 2026 attached.

General Instructions The Government reserves the right to revise or amend the specifications or the solicitation prior to the Request For Quotation (RFQ) closing time via written amendments posted to SAM.gov. Offerors are responsible for monitoring SAM.gov and acknowledging all solicitation amendments with their quote submission.

The Government intends to evaluate quotes and make award without exchanges/communications with offerors. Therefore, each offeror should submit their best terms in their initial quotation.

This acquisition is being conducted based on a Lowest Price Technically Acceptable (LPTA) basis under RFO Subpart 12.2. The evaluation factors are:

1. Technical Capability

2. Price

An offeror's response must demonstrate clear capability to perform the PWS. Do not repeat, restate, or regurgitate the PWS. Quotes that merely copy the PWS language without demonstrating actual capability and providing required credentials will be evaluated as Technically Unacceptable.

The signed contract shall be returned to the Government within 24 hours of receipt. If the offeror does not meet the required deadline, the Government reserves the right to award to the next lowest price, technically acceptable offer.

Basis for Award

The Government intends to award a single, firm-fixed-price commercial purchase order to the responsible quoter who represents the Lowest Price Technically Acceptable (LPTA) decision. As prescribed in RFO 12.205(a)(2), the following factors shall be used to evaluate quotes:

• Technical Acceptability: Evaluated on a Pass/Fail basis against the Factory Certification standard.

• Price: Evaluated for fairness and reasonableness under RFO 12.209.

The evaluation process will be executed in three (3) sequential steps:

1. Price Ranking: All conforming quotations will be ranked from lowest to highest based on the Total Evaluated Price (Base Year Option Years 1 through 4).

Evaluation of the Option to Extend Services (RFO 52.217-8): As part of the price evaluation, the Government will evaluate its option to extend services under RFO 52.217-8 by adding one half (50%) of the Offeror's final Option Period price (CLIN 4001) to the Offeror's total price. Therefore, the TEP for evaluation purposes will consist of the Base Period, all four (4) Option Periods, and the 6-month extension period. Evaluation of Option Periods and the RFO 52.217-8 extension shall not obligate the Government to exercise those periods or the extension.

2. Technical Review: The Government will evaluate the Technical Volume (Volume I) of the apparent lowest-priced quote only to determine technical acceptability.

3. Award Determination: If the lowest-priced quote is rated Acceptable (meeting the Factory Certification standard), evaluation ceases, and that quoter will be selected for award. If the lowest-priced quote is rated Unacceptable, the Government will evaluate the next lowest-priced quote, continuing this process until a technically acceptable quote is identified.

Technical Acceptability Ratings

Technical Rating Definition

ACCEPTABLE Quote fully conforms to PWS standards and provides verifiable proof of active "Factory-Certified" or "Factory-Trained" credentials.
