About this opportunity

The National Park Service Midwest Region seeks HVAC preventative maintenance services for Indiana Dunes National Park, with proposals due September 16, 2026. The procurement is a 100% small business set-aside; Amendment 0002 (effective September 9) revised the original designation from Women-Owned Small Business to total small business.

Place of performance is Porter, Indiana (Good Fellow Lodge, 700 Howe Road) and Gary, Indiana (Paul H. Douglas Environmental and Learning Center, 100 North Lake Street). The contract period runs October 1, 2026 through September 30, 2027, with four optional one-year extensions through September 30, 2031.

Scope includes bi-annual preventative maintenance (cooling and heating seasons) and Building Automation System verification, calibration, troubleshooting, and diagnostics at both facilities. The Paul H. Douglas Center operates Schneider Electric MNB-1000 controllers; Good Fellow Lodge operates a Johnson Controls JACE 9000 system. Lead technicians must hold Illinois HVAC, air conditioning, Freon recovery, EPA Section 608 (refrigerant), and universal refrigeration licenses; assigned technicians must hold Indiana Board of Licensures certification. Work is Monday–Friday, 7:00 a.m. to 4:30 p.m.; weekend and holiday work requires 48 hours advance approval.

Offerors must submit Standard Form 1449, an Experience Questionnaire demonstrating technical capability, and firm-fixed pricing for the base year and four option years covering all labor, materials, tools, test equipment, software, licenses, and routine consumables. Service Contract Labor Standards apply; prevailing wage for HVAC mechanics is $35.15 per hour plus fringe benefits under DOL Wage Determination 2015-4783. Contractors must carry liability insurance of at least $50,000 per person, $100,000 per occurrence, and $100,000 property damage.

Evaluation uses Simplified Acquisition Procedures weighing Technical Capability (Experience) and Price, awarding to the responsible offeror offering best value. A voluntary pre-award site visit is scheduled September 9, 2026, at 11:00 CDT at Good Fellow Lodge; RSVP to Chris Kerr at Lloyd_Kerr@nps.gov. For administrative inquiries, contact Joanie Brzezinski at joan_brzezinski@ios.doi.gov or 605-574-0515. NAICS 238220; PSC J045.
