About this file
This document is a Solicitation Amendment for the Western-Range Operational Ordering Contract for Infrastructure Enhancement (WOOKIE) Multiple Award Construction Contract (MACC) at Vandenberg Space Force Base. The solicitation is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract set aside for 8(a) Program Participants in the NAICS code 236220 (Commercial and Institutional Building Construction), with a $45 million size standard. The anticipated award will comprise up to five IDIQ contracts with a five-year base period and a two-year option period.
The amendment modifies the original solicitation by removing several Federal Acquisition Regulation (FAR) clauses and incorporating specific clause deviations, primarily related to apprentices, trainees, and subcontracting. The contract will cover maintenance, repair, and new construction of buildings, facilities, and base infrastructure at Vandenberg Space Force Base and associated remote locations including Oak Mountain, Pillar Point Air Force Station, Anderson Peak, and several other sites. The proposal is due by 12:00 PM Pacific Time on 13 March 2025, with an Industry Day/Pre-Proposal Conference scheduled for 20 February 2025. The government intends to award using a Highest Technically Rated Offeror (HTRO) with a Fair and Reasonable Price procedure.
