The National Park Service Northeast Region seeks firm-fixed-price masonry rehabilitation services for Congress Hall at Independence National Historical Park in Philadelphia, Pennsylvania, with proposals due May 22, 2026 at 1700 Eastern time. This is a competitive Total Small Business set-aside, restricted to firms within NAICS 238140 (Masonry Contractors, $19 million size standard).
Place of performance is Congress Hall, Philadelphia, Pennsylvania. The scope comprises chimney scoping assessments, removal and reinstallation of chimney caps, reinforcement of two chimneys, internal flue repairs using light-weight cast-in-place cementitious lining (UL 1777 compliant), installation of vent tubes on six chimneys, full repointing of six chimneys with natural hydraulic lime mortar, gutter reconstruction totaling 128 linear feet, and internal grouting of four chimneys to assumed depths of 7 feet (chimneys 1–2) and 5 feet (chimneys 3–6). Two optional line items cover additional masonry repointing (up to 894 square feet) and unit-priced internal grouting (up to 250 linear feet). The contract period runs September 15, 2026 through January 5, 2028, with 458 calendar days allowed for completion from notice to proceed.
The estimated project magnitude is between $1 million and $5 million. Performance requires Davis-Bacon compliance using Philadelphia County wage determination PA20260003. All work must comply with the Secretary of the Interior Standards for Historic Preservation. Offerors must submit Standard Form 24 Bid Bond in the amount of 20 percent of bid price or $300,000, whichever is less, and performance and payment bonds equal to 100 percent of contract price within 10 calendar days of award. Contractor-designed temporary works (scaffolding, shoring, protective systems) require sealed engineering calculations by a licensed professional engineer and government approval. Work is restricted to 7 AM–5 PM Monday through Friday, excluding July 4 week and Memorial Day through Labor Day 2026.
Evaluation uses Lowest Price Technically Acceptable Process, weighing past project experience, construction schedule and narrative, proposed personnel qualifications (requiring demonstrated experience in historic masonry conservation, hand tool repointing, chimney flue lining, and stabilization, with supporting documentation from Project Manager and On-Site Superintendent), and price fairness and reasonableness. A Safety Officer meeting OSHA competent-person standards and qualified Quality Control staff are mandatory. Offerors must be registered in SAM with active status and maintain small business status at time of submission, award, and throughout performance. The contract imposes the limitation on subcontracting requirement of FAR 52.219-14, restricting subcontracting to non-similarly situated entities to 85 percent of government-paid amount excluding materials.

Erroneously, box 13b of the SF 1442 states that offer guarantee is not required. However, offer guarantee ARE required and offerors must submit Standard Form 24, Bid Bond duly executed between the offeror and the bonding company.
