Technical factor 3 requires demonstrated experience in historic masonry conservation, hand tool repointing, chimney flue lining, and stabilization with supporting documentation from key personnel including the Project Manager and On-Site Superintendent. SECTION C – SPECIFICATIONS/DRAWINGS
Project Location: Independence National Historical Park, Congress Hall, S 6th Street and Chestnut Street, Philadelphia, PA 19106 project description:
This project will include the following but is not limited to performing chimney scoping assessment of flues at Chimney 1 and 2. Removal and reinstallation of chimney caps.
Reinforcing Chimney 1 and Chimney 2, performing internal flue repairs to stabilize the existing masonry below the roofline utilizing light-weight cast-in-place cementitious flue lining methods for Chimney 1 and 2. Assume base grouting depth to be seven (7) feet below the roofline. Adding vent tubes to all six chimneys and repointing all six chimneys.
Work on east side of the building to be performed with scaffolding. Work on west side of the building to be performed with a lift. Also includes gutter correction and internal grouting of four chimneys.
There are two optional line items
1. Additional Masonry Repair.
2. Unit Price for Internal Grouting
Specifications and drawings are attached and incorporated herein by reference.

PARAGRAPH E. 3.
FACTOR 3 – PROPOSED PERSONNEL AND QUALIFICATIONS
Demonstrated/documented level of experience of the Offeror and key personnel / sub-contractors with similar work, specifically the conservation of historic masonry, and cutting out and re-pointing of failed mortar using hand tools.
Offeror shall provide the qualifications for all proposed in-house and Subcontractor personnel. Qualifications shall be presented in resume or written narrative that demonstrates education, relevant credentials, skills, training, and years of professional experience similar to the assigned roles for this project.
a) Construction Personnel – Project Manager, On-Site Superintendent, Quality Control, Site Safety and Health Officer. If one individual will serve in multiple roles, identify all of the proposed roles and functions that individual will perform. Identify the extent of the capabilities and experience for each individual in their proposed roles and previous work experience working with proposed subcontractors. Include relevant safety training and certifications. The Project Manager and on-Site Superintendent are identified as Key Personnel.
b) Historic Masonry: Qualifications of proposed restoration specialists (masons) demonstrating specific training and experience in historic masonry conservation, including expertise in reattaching incipient spalls with conservation-grade adhesive grout, repairing cracked masonry units with compatible restoration repair mortar, and repointing failed mortar using hand tools, as evidenced by resumes or narratives detailing relevant credentials and past projects.
c) Chimney Flue Lining: Documentation of qualifications for key personnel or subcontractors specializing in chimney flue lining and stabilization, showcasing relevant training, certifications, or professional experience in installing or repairing flue liners (e.g., stainless steel or cast-in-place) and stabilizing historic chimneys, ensuring compliance with fire safety and historic preservation standards.
