About this opportunity
The U.S. Army Corps of Engineers Walla Walla District is seeking contractors to provide comprehensive hydraulic system upgrades for the intake gates at Ice Harbor Dam in Washington state. The project involves replacing and upgrading hydraulic systems for six main units, including the installation of 19 new hydraulic cylinder assemblies (18 for installation and 1 spare), 189 new support beams, 36 new bearing beams, a new hydraulic power unit, new hydraulic control panels, high and low-pressure hydraulic fluid header piping, new accumulator tanks, and approximately 15,000 gallons of new hydraulic fluid. Contractors must demonstrate relevant experience with hydraulic power systems, particularly those involving water control structures with operating pressures above 3000 psi. The evaluation will be conducted using a best value trade-off approach based on three factors: technical approach (40%), past performance (30%), and price (30%), with technical approach and past performance being significantly more important than pricing. The current proposal due date is June 25, 2025, following multiple amendments that have extended the original deadline.
This solicitation is designated as a total small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45 million. The estimated project value ranges between $10-25 million, and the work will be performed at Ice Harbor Dam in Burbank, Washington. The project timeline spans from July 2025 through February 2028, structured in multiple phases including a pre-main unit outage phase, a first main unit outage phase covering units 4-6, and a second main unit outage phase covering units 1-3. The contract will use firm fixed pricing across 14 contract line items and is incrementally funded by the Bonneville Power Administration. A mandatory site visit was conducted on March 20, 2025, with 16 companies attending, indicating significant industry interest in this complex hydraulic system modernization project.
