About this file
This document is a detailed technical specification for the Ice Harbor Dam Intake Gate Hydraulic System Upgrades project, solicitation number W912EF25RA001, issued by the U.S. Army Corps of Engineers Engineering District Walla Walla. The project involves a comprehensive upgrade of the hydraulic systems for intake gates across six main units at the Ice Harbor Dam, with work to be performed in multiple phases. The primary scope includes providing 19 new hydraulic cylinder assemblies (18 for installation and 1 spare), 189 new support beams, 36 new bearing beams, a new hydraulic power unit, new hydraulic control panels, new high and low-pressure hydraulic fluid header piping, new accumulator tanks, and approximately 15,000 gallons of new hydraulic fluid.
The technical specifications outline detailed requirements for design, fabrication, testing, and installation of complex hydraulic system components, with stringent specifications for materials, performance, and quality control. The project involves removing existing hydraulic equipment, including cylinders, support beams, control panels, and headers, and replacing them with new components designed to maximize gate operation efficiency and reliability. The work will be conducted in staged outages, with a temporary hydraulic power unit used during the transition, and includes comprehensive testing, inspection, and documentation requirements. The project emphasizes precise engineering specifications, including load testing, dimensional verification, and compatibility with existing dam infrastructure.

WORK SEQUENCE
PART 1 GENERAL
The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS.
1.1 SEQUENCE OF WORK
This section lists portions of work that must be completed before subsequent work can be started. The Contractor must incorporate these requirements into the Work Plan and Schedule. Work is grouped in the following phases: pre-main unit outage, first main unit outage and second main unit outage.
Tasks under each phase are described in general terms and may not be comprehensive of every activity or tasks involved with that portion of the scope of work. Refer to the appropriate technical sections for the complete requirements for each work task.
Work tasks inadvertently left out of this section do not relieve the Contractor of performing the work. The requirements in the technical sections govern.
1.2 PRE-MAIN UNIT OUTAGE PHASE
1.2.1 Timeline
The pre-main unit outage phase covers all work from Notice to Proceed to the completion of the on-site work for the pre-main unit outage. Pre-main unit outage work must be completed before the start of the first main unit outage with the exception of the delivery of equipment and materials needed to perform work during the second unit outage. Specific work covered in this phase is listed in greater detail below. The start and completion dates for when on-site work shall be performed for the pre-main unit outage phase is contained in FAR Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984).
1.2.2 Work Tasks
The pre-main unit outage phase has the following work tasks:
a. Temporary Hydraulic Fluid Headers - Provide, install, clean, and test the temporary hydraulic fluid headers. Temporary hydraulic fluid headers connect the temporary hydraulic power unit and temporary hydraulic fluid reservoir to the new hydraulic fluid headers.
b. New Hydraulic Fluid Headers - Fabricate and deliver to the site the new hydraulic fluid headers for the first main unit outage phase.
c. Temporary Hydraulic Power Unit - Provide, install, field test, and make ready for use the temporary hydraulic power unit.

1.3 GENERAL REQUIREMENTS
1.3.1 Materials, Equipment and Installation
New materials and equipment must be furnished and any defective material or equipment damaged in the course of installation must be replaced or repaired. Testing must be performed to check the installation of and the proper operational functions of the electrical equipment. The installations must be in accordance with the National Electrical Code, NFPA 70 , and the National Electrical Safety Code, IEEE C2 , except where otherwise specifically shown or specified, in which case the drawings and specifications must govern. Omission of details on the drawings or in the specifications must not be construed as permitting deviations from Code requirements.
1.3.2 Standard Products
Material and equipment must be the standard products of manufacturers regularly engaged in the manufacture of these products and must essentially duplicate items that have been in satisfactory use for at least 5 years prior to proposal due date.
1.3.3 Corrosion Prevention
1.3.3.1 General
All equipment must be protected to prevent deterioration from corrosion.
The general requirements are specified below; however, other corrosion-resisting treatments that are the equivalent of those specified may be used. Materials used for corrosion prevention must be submitted for approval under SD-03 Product Data.
1.3.3.2 Fastenings and Fittings
Screws, bolts, nuts, pins, studs, springs, washers and other miscellaneous fastening and fittings must be of corrosion-resistant material or must be treated in an approved manner to render them resistant to corrosion. All fastenings which are to be exposed directly to the weather must be of corrosion-resisting material.
1.3.3.2.1 Corrosion-Resisting Materials
Corrosion-resisting steel, copper, brass, bronze, copper-nickel-copper alloys are acceptable corrosion-resisting materials.
1.4 DELIVERY, STORAGE, AND HANDLING
Ship the equipment and/or materials as completely assembled and wired as feasible so as to require a minimum of installation work.
