About this file

This is a Standard Form 30 (SF-30) Amendment to Solicitation W912EF25RA001 for the Ice Harbor Dam Intake Gate Hydraulic System Upgrades project. The amendment modifies multiple technical specifications, drawings, and contract provisions, with key changes including revised quantities for support beams, electrical enclosure requirements, and hydraulic system design configurations. The contract requires comprehensive upgrades to intake gate hydraulic systems across six main units, with a detailed phased work schedule spanning from Notice to Proceed through February 28, 2028.

The project involves sequential work windows for pre-main unit outage, first main unit outage (Units 4-6), and second main unit outage (Units 1-3), with specific completion dates for each phase. The contract will be awarded based on a best value trade-off approach, with Technical Approach and Past Performance factors being equally important and significantly more critical than pricing. Contractors must complete field verifications, equipment staging, operational testing, commissioning, and final documentation, with strict requirements for completing work within designated time frames for each project phase.
