About this opportunity
The Defense Logistics Agency is seeking a contractor to provide comprehensive maintenance and sustainment services for Hydrant Fueling Automation Maintenance (HFAM) systems installed at defense fuel supply points worldwide through solicitation SP4706-25-R-00006. The requirement encompasses all personnel, equipment, materials, and services necessary to maintain these automated aircraft fueling systems, including transition management, administrative support, program management, preventive and corrective maintenance, technical support, site support, cybersecurity support, and commercial software licensing. Interested offerors must first contact the Contracting Officer Elizabeth Hanlon and Contract Specialist Elizabeth Dickstein with their company information to be vetted through the System of Award Management before receiving the full solicitation package. The government will evaluate proposals using a best value trade-off process across four factors: Technical Approach, Management Approach, Past Performance, and Price, with technical and management factors weighted as significantly more important than cost. Questions were originally due by August 11, 2025, and the proposal submission deadline has been extended to September 22, 2025 at 11:59 PM EST.
This solicitation does not utilize any set-aside designation and is open to all eligible contractors, though it falls under NAICS code 541330 with a small business size standard of $25.5 million. The current incumbent contractor is Kellogg Brown & Root (KBR) Services, which will be replaced upon award of this new contract. The anticipated contract structure is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with minimum order value of $3,095,104.85 and maximum value of $30,951,018.45, consisting primarily of firm-fixed-price contract line items and one cost-reimbursement CLIN. The contract will support HFAM systems at 103 defense fuel supply points globally, including 79 CONUS sites, 12 European locations, and 13 Pacific installations, covering Air Force bases, Air National Guard locations, Naval Air Stations, and Marine Corps Air Stations. The performance period is structured with a three-month transition-in period, five consecutive 12-month option periods from August 2026 to August 2031, and a three-month transition-out period.
