About this opportunity

The USDA Forest Service seeks replacement and upgrade of HVAC systems at multiple facilities within the Smokey Bear Ranger District, Lincoln National Forest, Ruidoso, New Mexico, with quote packages due June 26, 2026 at 12:00 PM Mountain Time. The procurement is a Total Small Business set-aside, with a small business size standard of $19 million.

Place of performance is Ruidoso, New Mexico, across seven buildings totaling approximately 15,089 square feet: Main Office, Small Office, Recreation Office, Fire Operations Building, Bunkhouse, Ranger House, and Tanker Bay. The scope includes removal of existing HVAC equipment (four packaged rooftop units, five condensers, seven furnaces, two evaporative coolers, one split system), installation of new refrigerated HVAC systems, repair or replacement of ductwork, electrical upgrades, system testing and commissioning, and all demolition and incidental work. Work must commence within 10 calendar days of Notice to Proceed and be completed within 120 calendar days. Existing systems have been compromised by wildfire impacts and water intrusion, with ash accumulation documented in ductwork and air handling components.

All pricing shall be firm-fixed-price with no separate payment for demolition, duct modifications, electrical upgrades, or commissioning. Contractors must submit detailed HVAC load calculations, equipment specifications, and commissioning documentation. Performance and payment bonds are required. Evaluation criteria include technical approach (ability to meet schedule and address any unachievable requirements), price (fairness and reasonableness), and past performance (acceptable, neutral, or unacceptable). Prevailing wage determination NM20260021 applies per the Davis-Bacon Act. Amendment 001 with RFI questions and responses was posted June 17 and must be signed, acknowledged, and included in all quote submissions. Please note that a BID BOND IS REQUIRED with a quote package in accordance with FAR 28.101-1 (a): A contracting officer shall not require a bid guarantee unless a performance bond or a performance and payment bond is also required (see 28.102 and 28.103). Except as provided in paragraph (c) of this subsection, bid guarantees shall be required whenever a performance bond or a performance and payment bond is required.

Since the Solicitation is marked “Yes” in box 12a requiring performance and payment binds, and the FAR Clause 52.228-15 Performance and Payment Bonds-Construction (Jun 2020) is included in the Solicitation, BID BONDS ARE ALSO REQUIRED.

The existing HVAC systems serving facilities at the Smokey Bear Ranger District have sustained significant operational degradation due to wildfire impacts and subsequent water intrusion, resulting in compromised indoor air quality, reduced system reliability and increased risk of equipment failure.This project proposes full replacement and upgrade to HVAC systems to restore safe, functional and compliant building operations. During recent wildfire events airborne ash and fine particulate matter infiltrated multiple buildings and mechanical systems. Ash accumulation has been documented within ductwork and air handling components

The requirement includes removal of existing systems, installation of new refrigerated HVAC systems, repair or replacement of associated ductwork, and upgrades to controls and distribution systems as necessary to support reliable year-round building operations.
