STATEMENT OF WORK SUMMARY

This is a Statement of Work for HVAC System Replacement and Upgrade at multiple facilities within the Smokey Bear Ranger District of the USDA Forest Service's Lincoln National Forest in Ruidoso, New Mexico. The project encompasses seven buildings with a combined square footage of approximately 15,089 square feet: Main Office (4,648 SF), Small Office (916 SF), Recreation Office (456 SF), Fire Operations Building (4,125 SF), Ranger House (1,704 SF), Tanker Bay (2,400 SF), and Bunkhouse (840 SF).

The Contractor shall perform detailed HVAC load calculations and system sizing, safely remove all existing HVAC equipment including air handling units, condensers, furnaces, and evaporative coolers with proper refrigerant recovery per EPA requirements, and install new high-efficiency HVAC systems (split systems, packaged roof units, heat pumps, or variable refrigerant flow systems) that comply with current energy codes. Additional scope includes ductwork inspection and repair or replacement, electrical work including removal and installation of all associated components with compliance to the National Electrical Code, permanent decommissioning of evaporative cooling systems with water supply line disconnection and plumbing line sealing, and full system testing and commissioning with documentation. All work must comply with the International Mechanical Code, International Energy Conservation Code, National Electrical Code, applicable state and local building codes, and manufacturer installation requirements. The Contractor shall submit equipment submittals and electrical requirements prior to installation and provide nine deliverables including HVAC load calculation reports, equipment specifications, commissioning documentation, operation and maintenance manuals, and warranty documentation. Work must be completed within 120 calendar days from Notice to Proceed, with the Contractor responsible for all labor, materials, equipment, and supervision while maintaining a clean and safe job site in compliance with OSHA and current safety standards.
