Contractors shall select equipment types based on heat load calculations, existing building conditions, and code requirements, with options including packaged rooftop units, split system heat pumps, or suitable configurations requiring government approval. Key contractor responsibilities include determining electrical system modifications necessary to support HVAC equipment, performing all repairs directly resulting from HVAC removal and replacement (roofing, flashing, sheetrock, finishes), providing UV-resistant waterproof line set covers on exterior refrigerant lines, and visually inspecting accessible ducts for damage or particulate accumulation. The Buy American Construction Materials clauses (FAR 52.225-9 and 52.225-10) apply. Buildings will be occupied Monday through Friday during business hours with no temporary cooling required, and contractors may work simultaneously on multiple buildings. No asbestos or lead-based paint surveys are available; contractors must immediately report any suspected hazardous materials to the contracting officer.

Questions & Responses HVAC System Replacement and Upgrade/Refrigerated Air Conversion

Lincoln National Forest, New Mexico Smokey Bear Ranger District

Solicitation RFQ# 127EAX26Q0031 6-17-2026

1. Is this a brand-new contract OR is there (was there) an incumbent performing these services? If not brand new, could you please provide the current and/or previous contract number?

This is a brand-new requirement.

2. What are the normal working hours for contractors? Mon-Fri? Mon-Sat? Can we work at night? Any restrictions on work hours, such as no weekend or evening work (if needed to stay on schedule)?

We can work with contractors on any hours or days. There are no restrictions on the work hours, weekend, or evening work.

3. Have the buildings ever been tested for ACM on ductwork mastic or in any insulation that may be disturbed? If so, can we obtain copies of the surveys?

There has not been any testing on the buildings.

4. Will the building(s) be occupied during the replacement work or will the buildings be unoccupied during the work? If occupied, will temporary cooling be necessary?

The buildings will be occupied Monday through Friday during business hours. No temporary cooling will be necessary.

5. Are restrooms available for worker use, or are Porta-Potties required?

The Forest Service restrooms will be available for worker use. No Porta-Potties are required.

6. Work scheduling/stacking: Will each building need to be completed turn-key before progressing to the next, or can we work on multiple buildings simultaneously?

Yes, work on multiple buildings simultaneously is approved, if needed.

7. At building #1, two of the existing package units will need to be upgraded from 3.5-ton capacity to probably a 5-ton. Can someone verify the size of electrical cable that is feeding these two units in the underground conduit runs?

The contractor will need to determine the size and upgrade of the system(s).

8. My test and balance subcontractors need plans to accurately bid on this. Are plans available? Additionally, if duct cleaning is required, are plans available so my subcontractor can bid on this accurately?

Exiting drawings are limited and may not accurately reflect current field conditions. No additional HVAC plans are available beyond those included in the solicitation package.

No additional site visits are planned. The HVAC systems have remained operational since the 2022 fire event, and the government is not aware of any significant airflow deficiencies associated with the ductwork. Contractors shall base their proposals on the information provided in the solicitation and observations made during the prior site visit. Contractors, if awarded the bid, shall visually inspect any accessible HVAC ducts; if there is damaged ductwork excessive to regular cleaning or particulate accumulation, or if the contractor sees other conditions affecting the system performance or need for replacement, the contractor shall notify the COR for further direction.

9. Are the HVAC contractors responsible for roof and/or sheetrock repairs when replacing units?

The contractor shall be responsible for repairs directly resulting from HVAC removal and replacement activities. This includes restoring roofing, flashing, sheetrock, finishes, and other building components disturbed during installation. All repairs shall match existing adjacent conditions and maintain building weather tight integrity.

10. The roof curbs look good on the Hotshot building; can we do curb adaptors if needed?

Existing roof curbs may be reused if determined by the contractor to be structurally sound, code compliant and compatible with the proposed equipment. Curb adaptors are acceptable when required to accommodate replacement equipment dimensions and installation requirements.

11. What brand of equipment is needed for this project?

No specific manufacturer is required. Equipment shall meet or exceed the performance, efficiency, capacity identified for each building.

12. Do we have to do the Buy American?

Yes, the following FAR clauses are included in the solicitation:

52.225-9 Buy American-Construction Materials (Nov 2025) 52.225-10 Notice of Buy American Requirement- Construction Materials (May 2014)

13. Have the areas been tested for asbestos and lead paint?

No asbestos or lead based paint survey information is currently available for the project areas. Any suspected hazardous materials encounter shall be immediately reported to the contracting officer.

14. Do we need to provide line set covers on all exposed line sets?

Contractor shall provide line set covers on all newly installed exposed refrigerant line set located on exterior surfaces. Covers shall be UV resistant, waterproof, and installed in a neat and professional manner.

15. Can we bid the HVAC work directly to you, or do we need to go through a general contractor?

This project is advertised on SAM.gov under Solicitation RFQ# 127EAX26Q0031 and all information can be found there. The federal government awards prime contractors only.

Any subcontracting is the responsibility of the prime contractor. We will not be breaking down this project into smaller awards. Any contractor submitting a price quote must meet the standards listed in the Solicitation and Specifications, be registered in SAM, and have a small business size standard rating of $19 million or less, preferably with the NAICS: 238220 - Plumbing, Heating, and Air-Conditioning Contractors. If a contractor does not meet these specifications, they should not submit a price quote package.

16. On the job walk, we were told to only do heat loads on the buildings with evaporative cooling. Please expand or verify.

Heat load calculations are needed on all buildings to determine the right sizing of equipment.

17. What kind of electrical panel do we need to provide or sub panel for the tanker bay building? There is not any room in the current panel for a new breaker.

The contractor shall evaluate the existing electrical service and determine what modifications are necessary to support the proposed HVAC equipment. If the existing panel lacks sufficient capacity or breaker space, the contractor shall provide and install required panel upgrades, subpanels, breakers, conductors and associated electrical work necessary for a complete and operational installation in accordance with applicable electrical codes.

18. Please confirm the existing and proposed HVAC equipment count per building.

Specifically, how many rooftop units, split systems, furnaces, condensers, air handlers, evaporative coolers, or other HVAC units are being removed and/or replaced at each building?

Currently, 4 package roof units, 5 condensers (4 located outside buildings on ground level, 1 on a roof), 7 furnaces, and 2 evaporative coolers, 1 split system.

19. Please also confirm whether the intended replacement systems are packaged RTUs, split systems, heat pumps, VRF systems, or if the contractor is responsible for selecting the system type based on load calculations and code requirements.

The intent of this project is to replace HVAC systems with modern systems appropriate for the building application. The contractor shall select and propose equipment types based on heat load calculations, existing building conditions, code requirements, and manufacturer recommendations. Proposed systems may include packaged roof top units, split system heat pumps, or suitable configurations provided they meet project requirements and receive government approval.
