About this opportunity

The Bureau of Land Management seeks quotations for HVAC replacement at three structures (Unit B Administration Building, Tindall House, and Tindall Kitchen) at Jupiter Inlet Lighthouse Outstanding Natural Area in Jupiter, Florida, with quotations due August 11, 2026, at 12:00 PM ET. This is a 100% small business set-aside under NAICS 238220 with a $19 million size standard.

Work must be completed within 15 calendar days of contract award, Monday through Friday, 7:00 AM to 5:00 PM Eastern Time. The contractor must furnish all labor, materials, equipment, supervision, and transportation to remove existing systems and install new split systems: 4 tons for the Administration Building and 2 tons each for Tindall House and Kitchen. All installations must meet current ASHRAE and DOE efficiency standards, include hurricane straps per Florida Building Code, and provide minimum one-year labor and five-year parts warranties.

A mandatory site visit is scheduled for August 5, 2026, at 9:00 AM ET (corrected from the original August 6 date by Amendment 0001). Questions are due August 6, 2026, at 12:00 PM ET. Quotations must be submitted via email to Oksana Rollins and Matthew Gilger.

Evaluation uses Lowest Price Technically Acceptable (LPTA) procedures. Technical acceptability is pass/fail, requiring evidence of equipment specifications, installation schedule, applicable warranties, and liability insurance meeting DIAR 1452.228-70. Award goes to the responsible quoter submitting the lowest evaluated price. Davis-Bacon Act prevailing wage requirements apply (Wage Determination No. FL20260079 Modification 1, dated May 18, 2026). Contractors must maintain comprehensive liability insurance: workers' compensation ($100,000 minimum), general liability ($500,000 minimum), and automobile liability coverage. Heat pump systems are acceptable alternatives if they meet required capacities and all code requirements. Contractors bear sole responsibility for EPA Section 608 refrigerant recovery and off-site disposal of removed equipment.
