Attachment 1 - Questions and Answers
Item Question Answer
1 Should the new HVAC systems be Coastal Units (e.g. be designed for Coastal Environments operation)?
No. The RFQ does not require the new HVAC systems to be specifically designated or marketed as “coastal units.” However, all proposed equipment must be suitable for the project location and meet the applicable efficiency standards, Florida Building Code requirements, and local wind-load requirements identified in the Statement of Work.
2 The existing hvac systems has auxiliary heat kits installed to provide heating during winter months, an offer using heat pumps would be more cost effective and more energy efficient. Would an offer that use Heat Pumps be considered?
Yes. The Government will consider heat pump systems, provided the proposed systems meet the required capacities, fit within the existing configurations, are compatible with the existing electrical service and controls, and meet all applicable efficiency, code, and performance requirements. The quoter shall identify the proposed manufacturer, model number, capacity, efficiency rating, warranties, and any assumptions or required modifications in its quotation.
3 Is a Health and Safety / Accident Prevention Plan required for this project?
No. The RFQ does not require the contractor to submit a separate Health and Safety Plan or
Accident Prevention Plan. However, the contractor must comply with FAR 52.236-13, Accident Prevention, including applicable OSHA standards under 29 CFR Parts 1910 and
1926 and any additional safety measures determined necessary by the Contracting Officer.
4 Would Payroll records using WH-347 be required?
Yes. Certified payrolls are required for each week in which contract work is performed. The payroll information may be submitted in any format that contains the required information;
use of Optional Form WH-347 is permitted but not mandatory. Each payroll submission must include a signed Statement of Compliance.
5 Should the recovered refrigerant and old HVAC equipment be turned over to the facility support staff for disposal?
No. The contractor is responsible for properly recovering the refrigerant in accordance with
EPA Section 608 requirements and transporting all removed HVAC equipment and components off-site for lawful disposal. The recovered refrigerant and old equipment should not be turned over to facility support staff unless otherwise directed by the Contracting
Officer.
