All contractor personnel require background checks, AT Level I antiterrorism training within 15 days of contract start, OPSEC training, and ADLS registration for DoD network access.

The firm fixed-price bid must include $75,000 for leak inspection ($25,000) and repairs ($50,000) as a fixed-price item with no separate allowance. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of 19 million dollars. Evaluation is based on price, work experience, and technical capability, with work experience and technical capability weighted equally to price.
