About this file
This is a Questions and Answers document for federal contract solicitation W50SLF26QA003, addressing clarifications on the HVAC Cleaning and Insulation project at JBPHH Building 3400 in Hawaii. The Q&A document provides official government responses to seven contractor inquiries submitted during the solicitation period, clarifying scope, specifications, and responsibilities.
Key clarifications include: insulation specifications and existing conditions are detailed in the B3400 Ground Floor HVAC complete drawings (pages 7-9), with equivalent or upgraded specifications acceptable; ductwork drawings for all four air handler units are contained in the referenced 10-page drawing set; total building square footage can be calculated using the graphic bar scale provided in the floor layout drawings; all leak inspection and repair costs must be included in the fixed-price bid with no separate allowances permitted, with contractors responsible for site verification per PWS 5.4 and 5.2; contractors should replace all insulation to prevent compromised conditions; ceiling tile damage from leaks is excluded from scope as the work is limited to HVAC cleaning, chilled water line repair, and insulation replacement only; and photos of upstairs areas are provided. The government incorporated FAR Clause 52.236-9 regarding protection of existing vegetation, structures, equipment, utilities, and improvements, requiring contractors to preserve non-affected items and repair any damage caused by contract performance.

PROJECT # KNMD260026
HVAC Cleaning & Insulation, JBPHH-HI Questions & Answers
Dated: 07/23/2026
1. Insulation Material Specification, Performance Work Statement states: "The new insulation shall meet or exceed the specifications of the original material and be installed in accordance with manufacturer recommendations to prevent condensation and thermal loss." Please confirm the existing insulation specification (type, R-value/thickness, manufacturer), and whether replacement insulation must match the existing or if an equivalent/upgraded spec is acceptable.
ANSWER: All available technical specifications, system parameters, and drawing details for the existing insulation can be found in the reference document titled "B3400 Ground Floor HVAC complete drawings" on Pages 7–9.
2. Ductwork Drawings, only one (1) drawing sheet was provided, covering 2 of the 4 units in this project. Please provide ductwork drawings for the remaining 2 units.
ANSWER: All available system data, ductwork configurations, and layouts for all four (4) Air Handler Units are included in the reference document titled "B3400 Ground Floor HVAC complete drawings" on Pages 1–10. The Contractor shall refer to this complete 10-page drawing set for the necessary system details.
3. Building Interior Square Footage, please provide the total interior square footage of the building.
ANSWER: The exact total interior square footage is not directly specified in the project documents. However, the reference document "B3400 Ground Floor HVAC Drawing Graphic Bar Scale drawings" contains the complete floor layout. While this layout does not list explicit dimensional measurements, it includes a graphic bar scale that the Contractor can use to calculate the square footage of the work zones.
Dated: 08/04/2026
4. Leak Repair: The Contractor shall inspect the chilled water lines for any leaks and perform necessary repairs to ensure the system is watertight before new insulation is applied.
a. The following scope is broad in terms of how many pipe leaks could be identified. Proposed means and method is to remove all insulation, isolate the chilled water flow to its respective air handler and allow piping to dry.
i. Is it acceptable to qualify labor and materials for this task? $25,000.00 for leak inspection and $50,000.00 on leak repairs. If additional labor and materials are needed a ROM will be provided prior to performing the add.
ANSWER: No. Per PWS 5.4 Field Verification, the contractor is responsible for inspecting the site and verifying all conditions before submitting a bid. The total cost for all repairs must be included in the fixed-price bid, as it does not permit this required work to be treated as a separate budget or allowance. In PWS 5.2 Leak Repair, defines the scope as performing all "necessary repairs to ensure the system is watertight," reinforcing that the contractor is responsible for including what is needed to make the system work in their bid.
5. Insulation Replacement: Remove and replace all damaged or degraded insulation on the chilled water lines serving the four (4) AHUs on the ground floor. This includes both Chilled Water Supply (CWS) (if applicable) and Chilled Water Return (CWR) lines.
a. The extent of damaged or degraded insulation is unknown.
i. It is recommended to replace all insulation to avoid existing insulation from compromising new insulation.
ANSWER: Agreed. Per PWS 5.2 Insulation Replacement, requires the contractor to remove and replace all damaged or degraded insulation. Replacing all insulation is consistent with this.
6. Ceiling:
a. Ceiling tiles were visibly damaged by leaks during the site visit.
i. Is it the awarded contractor’s responsibility to replace damaged sections or tiles.
ANSWER: No. Per PWS 5.0 Requirements, the work is limited to HVAC cleaning, chilled water line repair, and insulation. The PWS does not specify the repair or replacement of any architectural finishes, such as ceiling tiles.
7. Can you provide photos of upstairs room.
ANSWER: See photos below. FAR Clause 52.236-9 is applicable and will be incorporated at time of award.
52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements (Apr 1984).
(a) The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer.
(b) The Contractor shall protect from damage all existing improvements and utilities (1) at or near the work site, and (2) on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
