Air Force Special Operations Command seeks multiple-award IDIQ contracts for Integrated Base Defense Security System (IBDSS) services at Hurlburt Field, Florida, with proposals due July 8, 2026, and an estimated five-year ceiling of $25 million. This is a 100% small business set-aside.

Place of performance is Hurlburt Field, Florida. The scope covers the full lifecycle of electronic security, physical security, and surveillance-type deliverable products, including design, procurement, fabrication, configuration, integration, installation, modernization, and logistics support. The initial task order involves CCTV system upgrades across nine base locations with AI-powered capabilities including wrong-way detection, automatic license plate recognition, and vehicle recognition; all equipment must integrate with the existing Bosch Video Management System and comply with TAA/BAA/NDAA requirements.

Key personnel must hold current valid certifications in Honeywell Vindicator, Hirsch Velocity, and PSG VICADS systems. Offerors must be U.S. companies using U.S. citizens for installation teams and demonstrate demonstrated experience of at least five IBDSS installations within 72 months. A mandatory Post-Award Conference delivery order ($2,500) satisfies the minimum order requirement; contractors receive no guarantee of additional task orders beyond this conference.

The Government intends to award two IDIQ contracts. Evaluation uses tradeoff source selection where all factors other than price are equal to price in importance. Technical evaluation focuses on certifications and compliance with the Non-Nuclear Configuration Management Database Equipment Approval Memorandum (April 29, 2024). Past performance is evaluated using confidence ratings (Substantial, Satisfactory, Neutral, Limited, or No Confidence), with a minimum Neutral rating required for acceptability. Awards go to the two lowest-evaluated-price proposals that achieve Acceptable technical ratings and at least Neutral past performance confidence.

Proposals must be submitted electronically in four volumes: Contract Information (10 pages), Technical (15 pages), Past Performance (15 pages), and Price (no page limit). Service Contract Act prevailing wages apply. NAICS 561621; PSC J063.

1 SOCONS/PKA is pleased to provide a Request for Proposal (RFP) for the Integrated Base Defense Security Systems (IBDSS) contract, a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ). The scope of this contract covers the entire spectrum of outcomes associated with the full lifecycle of delivery and support of electronic security, physical security and surveillance-type deliverable products capabilities. The PWS covers requirements as it relates to electronic security, physical security and surveillance-type deliverable product experience with specific COTS solutions and variations of project environments that range in risk and complexity based on sixe and other factors. Support under the PWS includes supply requirements such as material, shipping, travel, project/program/engineering management, installation, and other technical support associated with the development and delivery of electrnoic security, physical security and surveillance-type deliverable products. 

The overall ceiling of the IDIQ is estimated $25M for a five (5) year ordering period. The total value of all delivery orders awarded under the IDIQ will not exceed this amount. Funding will be determined at the individual task order level. 

The Government will award a Post-Award Conference to each IDIQ awardee. The delivery order for the Post-Award Conference is $2,500.00 and will satisfy the minimum order requirement. A Contractor that is awarded an IDIQ contract is not guaranteed any delivery order beyond the Post-Award Conference.

The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
