This Performance Work Statement (PWS) outlines requirements for the 1st Special Operations Wing (1 SOW) to design, develop, procure, fabricate, configure, integrate, install, modernize, and provide logistics support for electronic security, physical security, and surveillance-type deliverable products at Hurlburt Field. The contract operates on an Indefinite Delivery/Indefinite Quantity (IDIQ) basis and seeks experienced integrators and partners offering Commercial Off The Shelf (COTS) security solutions. The contractor must conduct site surveys, develop Installation Design Plans (IDPs), perform material procurement, execute Pre-Installation Test and Checkout (PITCO), install equipment in accordance with Government-approved IDPs, perform System Operation and Verification Testing (SOVT) certification, deliver required documentation including Plans of Action and Milestones (POA&M), and provide end-user training.

The PWS specifies technical capabilities including intrusion detection systems, access control systems, closed-circuit television (CCTV), relocatable sensor systems, deployable CCTV towers, waterside security sensing, intelligent video, wireless mesh networking, mobile ad-hoc networks, cloud relay, license plate recognition, under-vehicle surveillance, vehicle-borne IED detection, perimeter security, ballistics booths, access control infrastructure, and threat assessments. The contractor must provide DoD Risk Management Framework (RMF) certification and accreditation support for Information Assurance compliance. Personnel performing work must hold certifications for Honeywell Vindicator, Hirsch Velocity, and PSG VICADS systems, with demonstrated experience of at least five Integrated Base Defense Systems (IBDSS) installations within 72 months, including sensitive compartmented information facilities (SCIF), access control, and CCTV installations. Key performance objectives include 100% compliance with material procurement regulations, pre/post-installation testing, information assurance/security, site cleanup (no more than two valid customer complaints per month), training delivery, and cybersecurity personnel meeting DoD 8570.01-M requirements. Quality Assurance requirements demand a documented Quality Assurance Plan (QAP) within ten calendar days of contract award, with contractor responsibility for ensuring all subcontractors maintain compliance. Section 508 Accessibility Standards (1194.21-1194.26 and 1194.41) apply to software applications, telecommunications products, video and multimedia products, self-contained products, desktop computers, and information documentation. Security requirements include classified work at approximately 50% of IBDSS support locations, personnel background investigations at appropriate levels (NACI, NACLC, or SSBI), Security Clearance Facility (CSWF) certification for cleared personnel, base access passes managed through the contractor, and Cybersecurity Awareness/Information Assurance training per DoD 8570.01-M. The contractor must comply with OPSEC program policies, provide personnel security clearances, handle Controlled Unclassified Information (CUI) per DoDM 5200.01, ensure cybersecurity design requirements meet DoDI 8500.01, and implement data protection safeguards including encryption, malware protection, and network traffic evaluation. Safety requirements mandate Occupational Safety and Health Act (OSHA) compliance, provision of safety equipment, training for personnel entering confined spaces or scaling towers per 29 CFR 1910/1926, and immediate incident reporting to the Contracting Officer. Deliverables include material inspection reports, warranty tracking, failure status reports, program management reports, POA&M documentation, technical reports, RMF artifacts, task order status reports, Quality Assurance documentation, OPSEC standing operating procedures, IDPs with as-built drawings, and installation/SOVT/PITCO/training documentation provided in electronic format. The Government TPOC conducts acceptance and inspection per the Government identification at the task order level, with performance measured through the Contracting Officer's Representative (COR) surveillance using random inspections and customer complaint investigations.
