Each location requires specific equipment configurations including Bosch 7100i PTZ cameras, Bosch DINION-7100I-IR 8MP bullet cameras, Cisco networking switches, 4K monitors, software licenses (BVMS Plus, IVA Pro), and associated infrastructure. The contractor must procure all consumable materials (conduit, cabling), provide power distribution, perform system programming, coordinate IP addressing and Device IDs with the Air Force, dispose of removed equipment, provide as-built documentation and operating procedures, and maintain the system during a one-year warranty period. Hurlbert Field CCTV Upgrade Statement of Work
Hurlburt Field, FL 31 January 2026
1. DESCRIPTION OF SERVICES.
1.1. A contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to deliver a comprehensive security upgrade by integrating a high-performance CCTV system across strategic locations, using state-of-the-art security system equipment significantly enhancing threat detection, access control, and real-time situational awareness at Hurlbert Field. Deploying AI-powered Wrong-Way Detection, Automatic License Plate Recognition (ALPR), and advanced CCTV solutions will provide security personnel with immediate visibility, rapid alerts, and improved threat response capabilities. The contractor shall provide all the necessary tools and equipment to complete the upgrade. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment, tools, supplies necessary to complete installation and provide necessary testing of all installed components.
2. SYSTEM REQUIREMENTS.
2.1. The contractor shall install equipment that is compatible and easily integrated into the existing Bosch Video Management System (BVMS) located at the Base Defense Operations Center (BDOC) located in B90734. All equipment will meet all applicable TAA/BAA/NDAA requirements at the time of approval. Manufacturers could change place of origin over time.
Installation agents should verify place of origin of all components prior to installation. System will be scalable to support future expansion, and the system will be designed to allow for high-quality video capture, real-time monitoring, and improved perimeter security. System will include Audio-Visual Alerts: Provides real-time audio-visual alerts for critical security events, Vehicle Recognition: Identifies license plates, makes, and models of vehicles with high accuracy, Object Classification and Location: Detects, classifies, and locates a wide range of vehicles – boats, cars, motorcycles, bicycles, trucks, and buses – even in heavy traffic and challenging lighting conditions (day or night) and Wrong-Way Detection: Enhances the ability to identify and respond to vehicles traveling in the wrong direction. This solution will provide:
• Real-time detection of unauthorized vehicle movement.
• Automated license plate capture for tracking and auditing.
• Enhanced monitoring of critical security zones.
• Seamless integration with existing security infrastructure.
3. INSTALLATION.
3.1. The contractor shall install all CCTV components such as junction boxes, communication wiring, power, and shall be individually identifiable. All CCTV components and equipment shall be housed and mounted in the appropriate IDB/FDB. All cameras should not be grouped to show one name and one main area without the ability to identify which individual camera is selected.
3.2. The contractor shall provide the following listed below:
a . Commercial Vehicle Inspection Area (CVIA) building 91401 will consist of the following:
• Two (2) Bosch 7100i MIC Series, Starlight IP68 2MP 6.60-198mm Motorized Varifocal Lens IP PTZ Camera
• One (1) Workstation
• Six (7) Bosch DINION-7100I-IR 8MP High Dynamic Range Bullet Camera
• One (1) Cisco C9200CX-8P-2X2G-A Catalyst or
• One (1) 27-Inch 4K LED Video Monitor
• IVA Pro License Plate + Make Model
• BVMS Plus License
• IVA Pro Traffic Pack
• One (1) Outdoor Speaker
• Any other equipment, cords, cables, mounts, and power supplies needed to make this project fully operational.

Operations Center (BDOC) and merge all onto one workstation (currently on two separate ones).
• Increase/upgrade Bosch DIVAR capacity to support future expansion and 24/7 continuous recording at up to 15 frames per second (FPS) for 30 days

j. Miscellaneous Equipment
• The contractor must procure and install all necessary consumable materials (conduit, cabling, etc) to provide connectivity.
• The contractor must provide and install all necessary power distribution for installed components and devices to ensure a fully operational system.
• The contractor must perform all necessary programming in support of this effort and work with the USAF for coordination of Device ID’s & IP Addresses, and all information necessary for successful installment.
4. COLLATERAL SUPPORT.
4.1. The government shall aid in acquiring related permits that may be necessary for work performed.
4.2. The government shall aid in installation entry if needed.
5. DISPOSITION OF REMOVED EQUIPMENT.
5.1. The contractor shall be responsible for disposing of all equipment and parts.
6. TEST AND TURNOVER.
6.1. The contractor will provide the government with proper operating procedures for all equipment installed including any passwords needed.
6.2. The contractor will provide the government with original version of as-builts.
7. SYSTEM MAINTENANCE.
7.1. The contractor and government representatives shall coordinate to troubleshoot problems during the installation and during the one-year warranty/maintenance period.
8. RETRIEVING IDENTIFICATION MEDIA.
8.1. The contractor shall be responsible for retrieving all identification media including visitor passes from employees who depart for any reason before the contract expires. For example, termination for cause, retirement, etc.
8.2. Visitor passes shall be retrieved and turned into 1 SOSFS Pass and Registration/Visitor Center once the contractor and its employees leave the base for the last time.
9. TRAFFIC LAWS. The contractor employees shall comply with base traffic regulations.
10. FIREARMS and AMMUNITION. The contractor employees are prohibited from possessing firearms and ammunition within the contractor vehicle or privately owned vehicles while on the government installation.
11. CONTRABAND SUBSTANCES. The contractor employees shall not introduce any scheduled substances, to include marijuana, CBD oils, CBD pills or chewables. The contractor employees are prohibited from possessing associated paraphernalia while on the installation.
