MEMORANDUM FOR RECORD

SUBJECT: Requirement Owner Responses to Contractor Inquiries - FA441726R0006 IBDSS

1. Soundside Gate: The existing cameras are analog and utilize coaxial cable for transmission, with an 8-channel encoder placing them on the network. The scope of work indicates that the existing cameras are to remain in place while five additional cameras are added. Is there any desire to replace the existing analog cameras with IP cameras?

a. Upgrade all existing analog surveillance cameras to a fully digital system. Positions can be determined after contract award with government TPOC. Number of cameras is now reflected on SOW.

2. BDOC, VCC, and Armory: The scope of work calls for adding an encoder at these locations. Will there be a requirement to replace or add monitors for video viewing at these sites?

a. Yes, number of monitors is now reflected on SOW.

3. Attachment 1, 3.3, 6.0: The table in section 3.3 shows Volume II as the price volume, but the instructions in 6.0 say Volume II is technical volume. Please clarify.

a. Attachment 1 table 3.3 has been updated to reflect accurate volume descriptions

4. Attachment 1, 3.3, 6.0: The table in section 3.3 shows the title of the technical narrative as simply “technical”, while section 6.0 lists it as “written technical proposal.” Please clarify.

a. Updated to reflect as “Technical Proposal”

5. Attachment 1, 7.0: The past performance instructions reference a 15-page limit for called present/past performance information (PPPI), a format for which is not specified. Please provide instructions or a format for this information.

a. A specific format is not required. Contractors can submit PPPI information in any legible format that reflects the required factors outlined in section 7.0

6. Attachment 1, 7.0: The RFP includes a Past Performance Questionnaire, but it is not referenced at all in the RFP. Please confirm that PPQs are NOT included in the expected proposal submissions.

a. PPQs shall NOT be included in proposal submissions. PPQs shall be sent separately by the clients your company has previously completed work for.

7. Solicitation page 4: The RFP discusses instructions for hand-delivering proposals, but also indicated proposals should be submitted via email. Please confirm no in-person or hard-copy submissions are required.

a. In-person/hard-copy submissions are NOT required.

8. Attachment 1: No instructions for completion of pricing are given in the instructions. Please clarify requirement for completion of pricing.

a. Attachment 1 section 8.1 states offerors shall complete pricing via pricing worksheet (attachment 5) as a firm fixed price. Submit your total evaluated price on the pricing worksheet.

9. Key personnel: What positions? How many? Who are they?

a. There are three key personnel listed in attachment 2.

10. Past Performance Questionnaire: Is this the format referred to as Present/Past Performance Information (PPPI) in the RFP? If so, including this attachment will force offerors to exceed the 15-page limit if done for the maximum of 5 allowed contract references. Please remove the page limit from the Past performance volume if PPQs are to be returned with the offeror’s proposal.

a. There is no specific format required for PPPI. PPPI can be submitted in any legible format that reflects the required factors in attachment 1 section 7.0. The PPQs shall not be submitted with the proposals. PPQs shall be submitted separately.

11. Attachment 1, 3.3, 7.0 The table in section 3.3 shows volume IV as past performance volume but the instructions in 6.0 say it is volume III. Please clarify.

12. Questions: Please confirm questions may be submitted electronically.

a. Yes

13. Attachment 1: 5.0: The stated limit for volume 1 is 5 pages, but required fill-ins exceed that requirement. Please remove the page count requirement for volume I.

a. Updated

14. Attachment 2, Subfactor 1: Reference attachment 2, volume III, subfactor 1: would the government consider an acceptable rating for proposal stating that contractor key personnel would obtain or renew certifications listed with 6 months of award that not all certifications would be required for all task orders?

a. The certification requirements are for the IDIQ level award only. The key personnel will be responsible for ensuring all work completed on task orders are compliant according to the respective certifications.

15. Currently the government is requesting a base operation 50 miles from Hurlburt Field, FL. Will the government accept a base of operations within 100-mile radius of Hurlburt Field, FL?

a. The expectation is the contractor is responsible for ensuring timely responses for scheduled and unscheduled maintenance and/or repair requirements when required. The contractor will provide a plan of action according to their capabilities to ensure personnel are available expeditiously.

16. Attachment 4, Past Performance Questionnaire: Please confirm the PPQs are to be sent directly to the government from the client and are not to be sent back to us to be included in the past performance volume.

a. The PPQs are to be sent to the government by the client. If contractors do not receive confirmation from the client that the PPQs were sent, the contractor can send the PPQs.

17. Use of adjacent structures: Please clarify whether mounting cameras on adjacent government-owned structures is permitted when necessary to achieve the required fields of view.

a. Yes, but the contractor must procure and install all necessary consumable materials (conduit, cabling, etc) to provide connectivity.

18. Existing fiber infrastructure Condition: Please confirm all existing government-furnished internal fiber network connections supporting this requirement have been verified as fully functional.

a. All fiber is assumed to be good unless specifically called out through a trouble ticket. No fiber for this project has been called out via a trouble ticket.

19. Backup Power Requirements: Please clarify backup power requirements for this project.

a. No backup power requirement for this project.

20. Personnel Clearance Requirement: Please confirm whether the secret clearance requirement is applicable to this project.

a. A secret clearance is no longer required and is being altered to the minimum requirement that installation teams be U.S. companies using U.S. citizens.

21. Electrical Capacity: Please confirm whether adequate power capacity is provided by the government at all locations.

a. 1 SOCES confirmed adequate power capacity is provided by the government at all locations

22. Proposal Volume Instructions Discrepancy: Attachment 1, Addendum to 52.212-1, references proposal volumes in 3.3 proposal volume table are inconsistent with the section 4.0 narrative instructions and the associated table. Please clarify.

23. Certification requirements (Team vs Individual): Please confirm whether certification requirements may be satisfied collectively across contractor personnel (team-based compliance) rather than by a single individual, provided all required qualifications are maintained and available to support performance.

a. The Government will conduct a performance risk assessment to evaluate the degree of confidence in an offeror's ability to successfully perform the requirements of this IDIQ contract. This assessment will be based on the offeror's demonstrated recent and relevant past performance. The evaluation will focus on performance in supplying services of similar scope, magnitude, and complexity. A key objective of this evaluation is to assess the offeror's capability and intent to perform a significant portion of the contract requirements with its own forces, consistent with the limitations on subcontracting outlined in FAR 52.219-14. This is a "best value" tradeoff procurement, and the Past Performance factor is significantly more important than Price.

24. DD Form 254 at MATOC Level: Will DD Form DD254s be issued for this Task Order? Will an MATOC-level DD Form 254 be issued at award to establish facility clearance eligibility and allow processing of personnel security requirements.

a. No, A secret clearance is no longer required and is being altered to the minimum requirement that installation teams be U.S. companies using U.S. citizens.

25. Facility Clearance Requirement Timing: Please confirm whether a facility clearance is required at the time of proposal submission or if clearance eligibility/ability to obtain is sufficient prior to award.

26. Cisco Licensing Maintenance: Please confirm whether Cisco switches provided under this requirement will be covered under the USAF GEMSS program for licensing and maintenance, or if licensing and support are included within the Contractor’s scope.

a. Because the systems are not on the network it is assumed that you are not covered under GEMSS. There may be a way to get them covered but I believe you would have to work with the GEMSS Program Office.

27. Will the initial task order be awarded at the time of multiple-IDIQ award?

a. Yes. The initial task order and the multiple IDIQ awards will be executed simultaneously.

28. If answer to question 1 is yes, what is the evaluation criteria for selecting the initial task order awardee?

a. The evaluation criteria for the initial task order is listed in attachment 2.

29. Page 48 of solicitation: Can the government confirm the number of IDIQ awardees?

a. There will be two awardees for this IDIQ.

30. Page 48 52.212-2 Evaluation Factors is different from Attachment 2 Evaluation Factors. Can the government amend the solicitation to clearly provide the evaluation factors that will be used to determine award?

a. The government will utilize the evaluation factors listed on attachment 2 to determine award.

31. Attachment 1, 6.2: Is seed project the initial task order described in attachment 8 SOW?

32. Initial Task Order states: 3.0 Installation. 3.2: The contractor shall provide the following listed below:

(7) Bosch 7100i MIC Series, Starlight IP68 2MP 6.60-198mm Motorized Varifocal Lens IP PTZ Camera, (25) Bosch DINION-7100I-IR 8MP High Dynamic Range Bullet Camera, (6) BVMS Plus License (Bosch Video Management System). Of these three Bosch Security (now Keenfinity) items, only the first item 7100I MIC IP PTZ is on the referenced NN-CMD. The DINION 7100i-IR 8 MP HDR Bullet Camera is NOT LISTED on the NN-CMD. The BVMS Plus license is needed to connect the above Bosch cameras to the Bosch VMS. However, the Bosch Video Management System is NOT LISTED on the NN-CMD. These items are both absent from the NN-CMD and attachment 2 approved for continued use. Thus, per NN-CMD, the Bosch 7100i-IR 8MP Bullet and the Bosch VMS license cannot be procured via this RFQ. Additionally, it appears the existing BVMS cannot continue to be used. Why is the government procuring items that are not on the NN-CMD?

a. There will be task orders where the awardees will be required to follow the strict guidelines set by AFLCMC/HBU. AFLCMC/HBU no longer funds and sustains Installation Access Control Point (IACP) cameras and bases are allowed to select outside of the CMD listing.

NDAA section 889 prohibits certain telecommunications and video surveillance services or equipment, and the requested items meet that qualification. Additionally, all electronic equipment purchased for this effort will be compliant with Trade Agreements Act (TAA) and 52.225-5 Trade Agreements. The SOW has been updated to capture VMS concerns.

33. Why does the RFQ require certification that items to be delivered on the current NN-CMD when certain surveillance cameras and VMS licenses required by the initial task order are not on the current

CMD?

a. There will be task orders where the awardees will be required to follow the strict guidelines set by AFLCMC/HBU. AFLCMC/HBU no longer funds and sustains Installation Access Control Point (IACP) cameras and bases are allowed to select outside of the CMD listing.

NDAA section 889 prohibits certain telecommunications and video surveillance services or equipment, and the requested items meet that qualification. Additionally, all electronic equipment purchased for this effort will be compliant with Trade Agreements Act (TAA) and 52.225-5 Trade Agreements.

34. Can you confirm whether the new decoders will also require new displays? Please clarify is any decoders will be used with existing GFE displays.

a. Yes, number of monitors is now reflected on SOW.

35. Can the government confirm whether an active SECRET FCL is required, and if so, include a draft

DD254?

36. If the SECRET cleared personnel are employees of a subcontractor, will the subcontractor’s active FCL suffice?

37. Will the government allow a period of time for an awardee to gain an active SECRET-FCL?

38. Can the government please ensure that the solicitation and any amendments are text searchable?

39. The solicitation does not provide the exact number of existing analog cameras per building. The SOW (attachment 8) requires contractors to “upgrade all existing analog surveillance cameras to a fully digital system.” Can you please clarify the number of existing analog cameras per building?

a. The soundside gate was the only facility called out during the site visit as having analog cameras.

This facility has six (6) analog cameras.

40. Attachment 2 (Addendum 52.212-2) Subfactor 1 – Certifications of Key Personnel: Would the Government accept, in lieu of submitting current OEM certification copies with the initial proposal, the following approach: a detailed descriptionin the technical proposal of the proposed team members’ direct, hands-on experience with Honeywell Vindicator, Hirsch Velocity, and PSG VICADS systems, and a firm commitment that the successful awardee will provide current, valid OEM certifications for the on-site performing team within 90 days after award (or prior to the start of performance on the initial task order)?

a. The addendum will be revised to state that the Government prefers certifications be submitted with the proposals however, submitting a detailed course of action for how your company intends to obtain the certifications post award will also be acceptable. Not having certifications at the time of proposal will not automatically deem a proposal unacceptable.

41. Attachment 2 (Addendum 52.212-2 Subfactor 1 – Certification of Key Personnel: The initial task order SOW (Attachment 8) is a Bosch-centric CCTV upgrade that does not involve Honeywell Vindicator, Hirsch Velocity, or PSG VICADS systems at all. Given that the sample task (which forms part of the Total Evaluated Price) does not use any of these three systems, the certification requirement appears excessive and overly burdensome for this specific effort.

a. The intent of the key personnel and certifications are that these individuals will be added into the contract award itself to ensure that from an IDIQ level, the personnel have the credentialing to oversee all tasks orders, regardless of if the systems utilized are Honeywell or others.

42. Additionally, the parenthetical note in attachment 2 states: “At a minimum, all three certifications must be possessed by the team on site. Whether one key personnel has all three certifications or the certifications are split between the personnel. All three certifications are not required for both positions.

In light of the above, can the Government please clarify whether the three required certifications (Honeywell Vindicator Certified to Operate and Maintain Vindicator, Hirsch Velocity Certified, and PSG VICADS Certified) must be held exclusively by the individuals proposed as the designated Key Personnel (Program Manager and/or Cybersecurity Personnel), or whether they can be held collectively by members of the performing team, including qualified non-key personnel, as long as the team as a whole possesses all three certifications? To have personnel “on-site” required to have these certifications when they don’t apply to a task such as the sample tasks seems unnecessarily restrictive.

a. The Government intent is that the leadership team per IDIQ (Key personnel) have the knowledge and expertise (via the certifications) to oversee the subsequent task orders and can provide guidance during initial task order discussions if the Government inaccurately describes orders via the

PWS/SOW.
