About this opportunity
The Air Force Research Laboratory (AFRL) is soliciting proposals under solicitation FA2384-26-S-B001 for research and development services to advance Holistic Models for Decision Making (HMDM), a component of the Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) Multiple Authority Announcement. The effort seeks to develop high-fidelity computational and mathematical cognitive models to inform warfighter decision-making in complex operational environments, with particular focus on language processing, dynamic asset management, fatigue modeling, and the effects of operational stressors on sensory and cognitive performance. This one-step Broad Agency Announcement (BAA) solicitation will be evaluated solely on technical merit using CHEERS MAA technical review criteria, with consideration of the contractor's innovation, understanding of scope, soundness of approach, and transition potential. Key contract requirements include submission of technical and management proposals (30 pages maximum for the IDIQ and 15 pages for Task Order 1), a standalone Statement of Work following the government template, identification of all personnel at the proposal stage, completion of security documentation including SF85 background checks, and compliance with extensive Operations Security (OPSEC), counterintelligence, and science and technology protection requirements. The proposal submission deadline is 24 April 2026 at 3:00 PM Wright-Patterson AFB local time, with award notifications anticipated on or about 1 June 2026, subject to fund availability and successful negotiations.
The solicitation utilizes no set-aside designation and is open to all eligible contractors, including foreign companies at the subcontractor level, though foreign industry participation is prohibited at the prime contractor level. The anticipated contract structure is an Indefinite-Delivery Indefinite-Quantity (IDIQ) agreement with Cost-Plus-Fixed-Fee task orders, with an estimated total ceiling of $26.2 million over a 63-month period of performance consisting of 60 months of technical performance plus 3 months for final report delivery. The overall IDIQ has a 96-month period with a 60-month ordering period, and Task Order 1 (the kick-off meeting) is valued at approximately $5,000, with future task orders to be structured as Cost-Plus-Fixed-Fee instruments requiring full technical and cost proposals. The estimated annual funding profile is $5 million for FY26, $5 million for FY27, $5.2 million for FY28, and $5.5 million each for FY29 and FY30. Performance will take place at Wright-Patterson Air Force Base and related AFRL facilities, with access provided to buildings 441, 248, 33, and 852, and contractor personnel will be required to work on-site to access government-furnished equipment and conduct research-oriented integration and testing activities in laboratory and simulated environments.
