About this file
This document is solicitation language for a Security Risk Review issued by the Air Force Research Laboratory (AFRL) under AFRLI 61-113, dated August 8, 2024.
The Security Risk Review applies to federally funded research designed to protect the Department of the Air Force Science and Technology (S&T) by identifying possible vectors of undue foreign influence. AFRL will follow procedures outlined in AFRLI 61-113 and DAFI 63-101/20-101 for implementing this review. Risk assessments will be conducted for all proposed Senior/Key personnel and "Covered Individuals" based on information from Research and Related Senior and Key Person Profiles, Security Questionnaires, publicly available information, and internal U.S. Government databases. The review examines five primary security risk factors: Foreign Talent Programs, Funding, Foreign Institutions, Denied Entities, and U.S. Government Systems. AFRL implements a holistic decision-making process measuring risk factors to identify the appropriate Risk Acceptance Level (RAL) within the organization, with the objective of empowering S&T leaders to make risk-informed decisions.
Applicants and contractors must submit specific documentation at application/proposal submission, including Standard Form 424 (Research and Related Senior and Key Person Profile), Security Program Questionnaire, and Privacy Act Statement consent forms for each Covered Individual. During performance, applicants must re-submit the Research and Related Senior and Key Person Profile annually and immediately notify the Government within five business days if Senior/Key personnel participate in Foreign Government Talent Programs or have Foreign Components with strategic competitors. Applicants must establish internal procedures to address foreign talent programs, conflicts of commitment, and research integrity. The requirement flows down to all sub-awardees with designated Senior/Key Research Personnel. Failure to comply with disclosure requirements or exercise due diligence may result in Government remedies under federal law and regulation.
