Statement of Work for Holistic Models for Decision-Making (HMDM) Kick-Off Meeting
This Statement of Work outlines the requirements for a kick-off meeting scheduled for November 24, 2025, to formally commence execution of the HMDM research contract between the Government and contractor. The meeting will be held in a hybrid/virtual format on Teams and is designed to establish unified operational, technical, and administrative frameworks. Key meeting objectives include demonstrating foundational understanding of the HMDM Line of Effort, which focuses on developing high-fidelity cognitive models to inform warfighter decision-making in complex operational environments. The contractor must provide high-level overviews of its approach to three core technical areas: Cognitive Modeling Research and Analysis, Cognition Model Design and Development, and Research Integration, Evaluation, and Assessment. Additional meeting objectives address relevance to mission areas including language processing, dynamic asset management, fatigue modeling, sensory stressors, and warfighter cognitive performance.
The contractor is required to deliver specific materials prior to or at the kick-off meeting, including a detailed 90-day execution roadmap with technical objectives and key tasks, staffing assignments identifying key personnel and program leadership, preliminary risk assessment with mitigation strategies, security documentation for personnel requiring facility access, and a draft master schedule identifying deliverables and milestones across the period of performance. During the meeting, the contractor must present its work plan, initial milestones, roles and responsibilities of key personnel, security and OPSEC compliance procedures, reporting protocols (including monthly technical progress reports and quarterly integrated status reviews), risk identification strategies, and coordination plans for Wright-Patterson AFB and AFRL facilities access. All contractor personnel require a minimum Tier 1 background check (T1/SF85) prior to duty assignment. The meeting concludes with establishment of next steps, resolution of ambiguities, documented action items with assigned owners and timelines, and a formal kick-off meeting summary to be distributed within five business days. No classified materials or discussions are permitted without prior written approval from the Contracting Officer.
