About this file

This is a Call for Proposals under the Continuing Human Enabling, Enhancing, Restoring, and Sustaining (CHEERS) Multiple Authority Announcement (MAA) for research on cognitive modeling and warfighter performance.

The Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/RH) and United States Air Force School of Medicine are soliciting technical and cost proposals to advance human-centered cognitive modeling under the Holistic Models for Decision Making (HMDM) initiative. The effort aims to develop, evaluate, and refine high-fidelity computational and mathematical models simulating the effects of cognitive, perceptual, and operational factors on warfighter performance, with emphasis on experimental studies, prototype model development, and analysis in laboratory or simulated environments. Proposals are due 10 April 2026 at 3:00 PM Wright-Patterson AFB, OH local time, submitted electronically via email to both contracting officers and the contract specialist. The anticipated contract is an Indefinite-Delivery Indefinite-Quantity (IDIQ) with Cost-Plus-Fixed-Fee (CPFF) task orders, with a basic IDIQ ceiling of $26,200,000 (shared ceiling) and Task Order 1 kick-off meeting valued at $5,000. The overall IDIQ period of performance is 96 months with a 60-month ordering period. Foreign industry participation is not authorized at the prime contractor level, and small businesses are encouraged to propose. The Government reserves the right to award one or more contracts based on offeror ability to perform and funding availability. Offerors must submit both Basic IDIQ and Task Order 1 proposals including technical/management proposals (30 pages for IDIQ, 15 pages for TO 1), non-proprietary statements of work, and business/cost proposals. Award notifications are anticipated on or about 1 June 2026, contingent on fund availability and successful negotiations.
