About this file
This is a Statement of Work (SOW) template document provided as a reference outline for the FA2384-26-S-B001 CHEERS Call solicitation from the Air Force Research Laboratory. The template is not prescriptive but serves as a structural guide for contractors to follow when developing their SOWs under this Broad Agency Announcement.
The template establishes standard sections including Objective, Scope, Background, Tasks/Technical Requirements, and Deliverables, with specific provisions for hardware, software, and prototype deliverables as applicable. The document incorporates mandatory Air Force requirements covering security and Operations Security (OPSEC) compliance, personnel background checks (minimum Tier 1/SF85), safety protocols including the requirement for an approved Safety Plan per AFI 91.202, and immediate notification procedures for work-related mishaps exceeding $2,000 in property damage or involving fatalities or hospitalizations. Additional requirements address human subjects research and animal use compliance with relevant DoD directives, protection of U.S. Government Information Technology networks limited to U.S. citizens unless approved by DoD or State Department waivers, and federal holiday observance with no billing for non-worked holidays. All deliverables, including prototypes and software developed under the contract, become Government property with Unlimited Rights, except for approved commercial technical data and third-party software requiring Contracting Officer approval. The template emphasizes mandatory security clearance documentation, OPSEC training participation, and pre-work approval requirements for classified or sensitive efforts.
