The Special Notice was published by the United States Army Medical Command to solicit market research and feedback on a potential personal services contract for athletic trainer services. The Army Medical Command is contemplating awarding a competitive contract to provide qualified and certified athletic trainers to designated units at various military installations.

The Special Notice seeks industry input to assist in analyzing requirements for providing musculoskeletal care, early medical intervention, injury prevention, and performance optimization services. Contractors were instructed to provide company information and submit any questions using the template in Attachment 2 by January 11, 2021. Eligible contractors would be required to staff positions with certified athletic trainers to serve units at the brigade, battalion, or company level in fitness centers, administrative areas, outdoor environments, ranges, and training facilities under the supervision of government healthcare providers. The Special Notice includes draft documents outlining potential statement of work details, places of performance, and quality assurance expectations to gather market research prior to releasing a final solicitation.

Update #2 · Latest ·

1. The United States (U.S.) Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO), on behalf of the Department of the Army, has developed this Draft Request for Proposal (RFP) to solicit market research and/or information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues.

2. THIS DRAFT REQUEST FOR PROPOSAL IS FOR INFORMATION ONLY. It is NOT a Formal Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that HRCO will contract for these services contained in this "Draft RFP". This "Draft RFP" is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this "Draft RFP" are strictly voluntary and the Government will not pay respondents for information provided in response to this "Draft RFP".

3. Your questions, along with the Government’s responses, will be sanitized and made available to industry as a whole via beta.SAM.gov. If a Solicitation is issued, it will also be announced on beta.SAM.gov at a later date and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This "Draft RFP" does not restrict the Government's acquisition approach on a future Solicitation.

4. The Government is contemplating awarding a competitive personal services contract to perform in accordance with the Performance Work Statement (PWS) found in the “DRAFT RFP.” The requirement is to provide qualified and certified Athletic Trainers (AT) who will be assigned specifically to designated units at the Brigade (BDE), Battalion (BN), or Company (CO) level. AT services may be provided in the following locations:  fitness centers/gyms, BDE/BN/CO or administrative areas, outdoors, ranges, field training environments, and at the Soldier Performance Readiness Center. Any medical treatment provided by the AT will be subject to the supervision of a privileged government healthcare provider. The location for the performance of duty is under the control and direction of the resourced unit BDE Commander.
