About this file

This is a Questions and Answers (Q&A) document for RFQ 19MX5726Q0002, addressing elevator maintenance services for the U.S. Consulate General in Hermosillo, Mexico. The proposal deadline is May 26, 2026. The document addresses five key questions from interested quoters regarding parts inventory, repair lead times, equipment specifications, contractor certification requirements, and repair cost thresholds.

The scope covers maintenance of three elevators: two passenger elevators (EEVI Model MRL4000) located in the main building and one freight elevator (EEVI Model MRL4000) in the underground parking lot (MCAC). Contractors must maintain an accessible inventory of common wear parts for same-day emergency response and provide 24-hour coverage with on-site arrival within three hours for emergency situations. The contract distinguishes between routine maintenance (covered under the base contract) and major repairs exceeding $5,000 USD per occurrence (to be handled via separate purchase orders). The contracting officer clarifies that contractors must either hold EEVI/Fujitec certification or be a direct representative of the manufacturer due to existing manufacturer warranty requirements; demonstrating experience with open-architecture systems and OEM parts availability is not sufficient. A pending amendment will update the major repair threshold from $3,000 USD to $5,000 USD per event on a non-cumulative basis, with details to be posted via SF-30 form on SAM.gov.

RFQ 19MX5725Q0015 Q&A

Elevator Maintenance Services for COB

RFQ 19MX5726Q0002

QUESTIONS AND ANSWERS

The following questions were asked by interested quoters either in person during the pre-proposal conference/site visit or submitted electronically at the e-mail address specified in the solicitation. The contracting officer has provided answers to these questions, making them available to all quoters by posting this document on https://sam.gov/ public website.

Quoters are reminded that nothing in this document, including responses to questions, should be considered, or construed as a change to the solicitation. Any changes to the solicitation, if found to be necessary, will be communicated by issuance of a written amendment.

Please send your company’s proposal by May 26, 2026.

Question 1

Q – We need to keep all the necessary parts in stock for any potential repairs.

A- The following is specified in the document SOW:

The Contractor shall inventory, supply, repair and replace all parts that have become unsafe due to burning, wear and tear. The Contractor shall use genuine manufacturer’s parts or approved or equal (to be approved by COR) for all replacements. The Contractor shall maintain an easily accessible supply of spare parts sufficient for normal maintenance and expedient emergency repairs.

We understand it is not feasible to keep storage of ALL possible required parts for these elevators in the contractor’s place, but at least, keep an appropriate stock of most common worn parts that could require replacement with the goal of attending failures and/or emergencies as mentioned in the SOW:

Appropriate, same day, service in response to an elevator malfunction trouble call; and after-hours emergency minor adjustment callback service.

Question 2

Q- If a part is not currently in stock, what is the lead time to order it and complete the elevator repair?

A- Please take as reference the above question, and the “major repairs” section of the SOW:

https://sam.gov/

2 | P a g e

Major Repairs: Any individual unit or incident of repair with a total estimated cost (labor and direct material costs) exceeding $3,000 USD which is not covered under routine maintenance, is not covered by this contract.

The Government reserves the right to determine how these repairs are to be handled. Such repairs will normally be accomplished by separate purchase orders or contracts.

In these cases, longer lead times are reasonable. However, consider the following as established in SOW:

Emergency Response Service. The Contractor shall provide, at no extra cost, a 24 hours/day, coverage for emergency trouble calls. A trained mechanic shall be "on call" and shall be on site within a three-hour time of the placement of an emergency trouble call. Emergency situations include people trapped in the elevator car, the suspicion/confirmation of a fire in or around elevator equipment, or an inoperative elevator with no suitable backup.

Note: we are requesting to update the highlighted amount to $5,000 USD per occurrence, not accumulative during the year. The RFQ will be modified regarding this paragraph, and the update will be posted to

SAM.gov via an SF-30 form.

Question 3

Q- After reviewing the document, we noticed that the make and model of the equipment were not found.

A- Some pictures attached below.

The following information was included in SOW.

Elevators #1 and #2 are located inside the main building.

Elevator #3 is in the underground parking lot - MCAC

Question 4

Q- Regarding certification and technical architecture: The SOW requests a specific certification from

EEVI/Fujitec; however, the installed equipment features open architecture with ECC-Pixel components and

Yaskawa drives. Given that section 1.6.2 of the contract explicitly allows for the use of original spare parts or "approved equals," could the Consulate confirm whether demonstrating experience in these open-architecture systems and guaranteeing the supply of Original Equipment Manufacturer (OEM) parts will be accepted as fulfillment of the technical requirement? This would allow for the participation of providers who ensure the same quality and parts availability without the restrictions of a specific integrator.

A- Because of an existing manufacturer’s warranty, it is a requirement that Contractor provide this maintenance service, having the mentioned certification or to be a direct representative of EEVI/Fujitec.

Question 5

Q- Regarding Section 1.6 (REPAIRS): It is stipulated that repairs exceeding $3,000 USD (including parts and labor) are considered major repairs and will be handled outside the base contract. Could the Consulate confirm that this $3,000 USD limit applies individually to each failure event or major component, and that any repair exceeding this amount will be billed separately upon approval of an independent quote, regardless of the monthly preventive maintenance payment?

A- All types of repairs to be considered on this topic. We’re requesting to update the amount to $5,000

USD instead of $3,000 USD and this is per event, not accumulative. Repair exceeding this amount will be quoted and executed once a purchase order is placed. The RFQ will be modified regarding this paragraph, and the update will be posted to SAM.gov via an SF-30 form.
