About this opportunity

The Bureau of Reclamation seeks procurement, delivery, and installation of high-head test facility equipment—a 250 horsepower vertical turbine pumping unit with motor and variable frequency drive, along with removal and disposal of existing equipment—with proposals due August 4, 2026. This is a total small business set-aside; Amendment 0002 (July 21) extended the original June 19 closing date and changed from small business set-aside to full and open competition, then the source documents revert to small business language; the most recent amendment (0003, July 30) confirms the August 4 deadline without further extension. Final questions are due July 31, 2026 at 4:30 PM Mountain Time. A mandatory site visit was held July 28, 2026.

Place of performance is Building 56, Hydraulics Laboratory, Denver Federal Center, Denver, Colorado. Period of performance is twelve months from award. Work occurs during standard business hours (Monday–Friday, 7:30 a.m. to 4:00 p.m.); contractor personnel on-site exceeding five working days must complete badging and security procedures.

The pump must operate at two design points (500 GPM at 600 feet total dynamic head, or 2,250 GPM at 225 feet total dynamic head) at 5,560 feet elevation with ambient temperatures 0–40 degrees Celsius. The specification calls for a 250 HP, 480V, 3-phase motor (U.S. Motors or equivalent with NEMA Premium Efficiency and hybrid ceramic bearings), Galt Model G540-03050UL-03 VFD or approved equal, stainless steel impellers with integral wear rings, and mechanical seals or packing (both acceptable). Dynamic vibration analysis during design is not required; field testing must comply with HI 9.6.4 and HI 9.6.8 standards. Contractors must supply qualified erection engineers with minimum five years' experience, provide shop testing per HI 14.6, furnish spare parts (gaskets and seals), and supply assembly/disassembly tools.

NAICS code 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing); PSC code 3835. Evaluation factors—technical capability, past performance, delivery schedule, and price—are weighted equally. Award will be made to the vendor offering best value. Quotations must include technical specifications, manufacturer warranty, lead time, safety plan with job hazard analysis, removal and disposal plan, and Schedule B pricing. All costs are all-inclusive (labor, parts, taxes, shipping). The solicitation incorporates FAR clauses including Buy American (52.225-1), restrictions on certain foreign purchases (52.225-13), and employment eligibility verification. Security requirements include contractor suitability determinations and government-issued identification card compliance.
