About this file

This is a Statement of Work (SOW) for the replacement of a high-head test facility pumping unit at the Bureau of Reclamation's Hydraulics Laboratory in Denver, Colorado. The project involves procuring, delivering, and installing a new 250 horsepower pumping unit (pump and motor) with a variable frequency drive (VFD), while removing and disposing of existing equipment that has exceeded its service life.

The work is organized into four Contract Line Item Numbers (CLINs): CLIN 010 covers removal and disposal of the existing equipment, including preparation of a safety plan and job hazard analysis; CLIN 020 requires furnishing a modern equivalent 250 hp vertical turbine pump meeting or exceeding the existing pump curve specifications, with recommended manufacturers including Goulds, Flowserve, and Ruhrpumpen, along with a 250 hp motor from manufacturers such as U.S. Motors, Baldor, or WEG; CLIN 030 requires furnishing one 250 hp VFD, specifically a Galt Model G540-03050UL-03 or approved equal; and CLIN 040 covers complete installation of the pumping unit and VFD with all necessary electrical connections, coordination with laboratory staff, and commissioning. The contractor must verify existing equipment dimensions prior to removal, coordinate a Job Hazard Analysis, and provide comprehensive documentation including installation plans, commissioning reports, pump riser calculations, and operations and maintenance manuals. An on-site information session is scheduled for July 28, 2026, at the Denver Federal Center, with attendance registration required by July 24, 2026. The period of performance is twelve months from award, with work performed at Building 56 during normal business hours (Monday-Friday, 7:30 a.m. to 4:00 p.m.), and all contractor personnel must comply with security procedures and complete badging requirements if on-site work exceeds five working days.

STATEMENT OF WORK

High Head Test Facility Pumping Unit Replacement

1. Introduction – The Bureau of Reclamation’s Hydraulics Laboratory utilizes a high-head test facility to conduct research experiments for dams and related structures and equipment. It is a unique facility that allows a wide range of real-world conditions of water speed and pressure to be applied within a laboratory experiment. Existing equipment has passed its expected service life and needs to be replaced. This project involves procuring, delivering, and installing a pump, motor, and variable speed drive along with uninstalling, removing, and disposing of existing equipment.

2. Definitions –

a. CLIN: Contract Line Item Number

b. Pumping Unit: Pump and Motor

c. TDH: Total Dynamic Head

d. VFD: Variable Frequency Drive

3. Background – The existing pump is a 7-stage vertical turbine pump, Allis-Chalmers Serial

No. 84014241T and Type 12 VTO. The existing motor is a 250 hp Allis-Chalmers Direct Current Serial No. 7-5314-32252-1-1, 3-phase (480V) with a rated speed of 1,750 rpm.

Variable speed motor control is currently conducted using a direct current drive system. A pump curve recently measured on the original pump is shown in Section 11, along with photos and dimensions of existing equipment.

Operational flexibility is the most important factor in providing a new pumping unit. It is recognized that the specified range of head and flow is wide and pushes the envelope of what is available. Pump efficiency is not an important consideration in this case as the unit will be used infrequently and for short periods of time. Typical operations are no more than 8 hours per day for only 10 weeks each year, approximately.

4. Scope of Work by CLIN –
