The contractor must verify existing equipment dimensions prior to removal, develop comprehensive removal and disposal and safety plans with job hazard analysis, coordinate installation with laboratory staff to minimize disruption, and provide extensive documentation including pump riser calculations, technical data sheets, variable speed pump curves, VFD schematics, and operations and maintenance manuals.

The period of performance is twelve months after award. Normal work hours are Monday through Friday (except federal holidays) from 7:30 a.m. to 4:00 p.m.; overtime requires written consent from the Contracting Officer. A mandatory one-hour on-site information session is scheduled for June 9, 2026, at 10:00 a.m. at Building 56 of the Denver Federal Center; vendors must register by June 5, 2026, and provide legal names of employees for security clearance. The place of performance is Building 56 – Hydraulics Laboratory at the Denver Federal Center (6th Avenue and Kipling Street), Denver, CO 80225. Quotations must include product descriptions with technical specifications and compliance confirmation, manufacturer warranty terms, lead time for delivery and installation (FOBD), a safety plan with job hazard analysis, a removal and disposal plan, and completed Schedule B pricing. Award will be made to the contractor offering the best value to the government considering technical capability, past performance, delivery, and price.

STATEMENT OF WORK

High-Head Test Facility Pumping Unit Replacement

1. Introduction – The Bureau of Reclamation’s Hydraulics Laboratory utilizes a high-head test facility to conduct research experiments for dams and related structures and equipment. It is a unique facility that allows real-world conditions of water speed and pressure to be applied within a laboratory experiment. Existing equipment has passed its expected service life and needs to be replaced. This project involves procuring, delivering, and installing a pump, motor, and variable speed drive along with uninstalling, removing, and disposing of existing equipment.

2. Definitions –

a. CLIN: Contract Line-Item Number

b. Pumping Unit: Pump and Motor

c. TDH: Total Dynamic Head

d. VFD: Variable Frequency Drive

3. Background – The existing pump is a 7-stage vertical turbine pump, Allis-Chalmers Serial

No. 84014241T and Type 12 VTO. The existing motor is a 250 hp Allis-Chalmers Direct Current Serial No. 7-5314-32252-1-1, 3-phase (480V) with a rated speed of 1,750 rpm.

Variable speed motor control is currently conducted using a direct current drive system.

Photos and dimensions of existing equipment are shown in Section 12.

As currently operated, the pump is used infrequently and for short periods of time.

Operational flexibility, the pump’s ability to produce a wide range of values for head and flow, is the most important operating criteria to be maintained when replacing the existing pump.

4. Scope of Work by CLIN –

a. CLIN 010 – Removal and Disposal

i. As-found conditions:

1. Contractor is responsible to verify all existing equipment and dimensions prior to removal and procurement of new equipment.

2. All measurements in this Statement of Work are approximate.

ii. Safety Plan:

1. Job Hazard Analysis.

2. Work area designations.

3. Safety barriers.

4. Personal Protective Equipment.

iii. Pumping Unit:

1. Contractor must uninstall, remove, and dispose of existing pumping unit.

b. CLIN 020 – Furnish Pumping Unit

i. One (1) 250 hp Pumping Unit

1. Pump:

a. Modern equivalent model of Allis-Chalmers Type 12 V/TO

Vertical Turbine Pump, meeting the requirements of 33 12 71 – Vertical Turbine Pumping Unit, or approved equal.

i. Recommended manufacturers:

1. Goulds;

2. Flowserve;

3. Ruhrpumpen;

4. or equivalent.

2. Motor:

a. Recommended manufacturers:

i. U.S. Motors;

ii. Baldor;

iii. WEG;

iv. or equivalent.

c. CLIN 030 – Furnish VFD

i. One (1) 250 hp VFD for the vertical high head pumping unit – Galt Model G540-03050UL-03 or approved equal.

ii. Refer to Attachment: 33 12 71 – Vertical Turbine Pumping Unit.

d. CLIN 040 – Installation

i. Contractor is responsible for installation of pumping unit and VFD per

Attachment 33 12 71 – Vertical Turbine Pumping Unit.

ii. Contractor is responsible for all electrical connections. Motor must be wired to the associated VFD.

iii. Contractor is responsible for all lifting and handling, including any equipment necessary to remove and install pumping unit.

iv. Contractor must coordinate with Hydraulics Laboratory staff on a Job

Hazard Analysis and provide safety barriers to restrict access to work areas.

v. Contractor must coordinate with the Hydraulics Laboratory staff to minimize disruption of ongoing work in the laboratory during removal and installation of the new pumping unit.

6. Information Sessions

a. One 1-hour on-site visit will be held at Bureau of Reclamation’s Hydraulics Lab at the Denver Federal Center in Denver, CO. This visit will provide vendors with the opportunity to see the site and equipment in person, take measurements as needed, and ask clarifying questions.

This site visit will be scheduled for:

June 9, 2026, at 10:00 am local time.

b. Parties planning to attend the site visit must send the company name and name of attendee(s), phone number and email addresses by email to: Aubrie Watson (Aubrielle_watson@ios.doi.gov) by COB June 05, 2026.

Directions and information to the Hydraulics Laboratory:

• The Denver Federal Center is a secured campus and visitors will need to go through two security check points. The first will be at the Denver Federal Center Gate 1 Entrance in Denver, CO. Each individual will need a government issued photo ID (i.e., REAL ID driver license or passport). No weapons are permitted on campus.

• Visitors will continue to Building 56 on the Denver Federal Center.

o Continue on Main street o Turn right on 6th Street o Building 56 is on the right side of the street. Park anywhere near the building.

• Enter the lobby of Building 56 and show your ID to receive a visitors’ badge.

• Clinton Van Dyke, Contracting Officer’s Representative and/or Josh Mortensen, Technical Point of Contact, will meet vendors in the lobby of Building 56.

• Visitors should plan on arriving a few minutes early as we will start promptly at the designated times.

7. Place of Performance – Bureau of Reclamation Denver Federal Center (6th Avenue and Kipling Street) Building 56 – Hydraulics Laboratory Denver, CO 80225

8. Period of Performance – Twelve (12) months after award.

9. Work Hours – Normal work hours are Monday through Friday (except federal holidays) 7:30 a.m. to 4:00 p.m. Hours outside of this window, or overtime, are not permitted without the express written consent of the Contracting Officer.

10. Security – All service locations under this contract are within secured areas. The Contracting Officers Representative (COR) shall arrange for Contractor’s entry into such areas and inform Contractor of security procedures. Contractor shall comply with all security procedures.

Contractor shall supply Reclamation with the legal names of all employees who will be working under this contract. Reclamation reserves the right to perform security checks on such employees. If, in the judgment of Reclamation, any employee fails to meet minimum security requirements or proves to be detrimental to the security of Reclamation’s facilities, Contractor, upon request, shall remove such employee from any work under this contract. If on-site work is expected to extend beyond 5 working days, the contractor must promptly begin the badging process at the time of notice to proceed including a background investigation and fingerprinting. Please allow a minimum of 30 days to complete the badging process. Extensions will be granted for unforeseen conditions and other factors outside of the contractor’s control at the Contracting Officer’s discretion.

11. Submittal Requirements – If the following is not included the contractor will be found Non-Responsive.

– Technical cut sheets, brochures, and product specs

– Confirmation of compliance with requirements

2. Manufacturer Warranty Terms

3. Lead Time for Delivery & Installation (FOBD)

4. Safety Plan with Job Hazard Analysis

5. Removal and Disposal Plan (see Deliverables section above)

6. Completed Schedule B Pricing (see attached Schedule B blank form)
