About this opportunity
The Department of the Interior's Bureau of Reclamation Denver Office is soliciting commercial proposals for IT TSC - Data Analytics and Services (Solicitation 140RR027Q0029), an AI/ML predictive-maintenance platform for hydroelectric powerplants, with submissions due November 10, 2026 at 12:00 PM MST per the Performance Work Statement. The solicitation uses no set-aside and is issued as a combined synopsis-solicitation under the RFP method for commercial products and services.
The notice record contains conflicting due dates: the due date field reads November 20, 2026, and the SF 1449 summary reads November 19, 2026 at 2330 MST. Resolve the governing date with contracting officer Brittney Murphy at 801-524-3834.
Deliveries go to the Denver Federal Center in Denver, Colorado. The 12-month base-year pilot covers 4 units at one hydroelectric powerplant, with approximately 440 tags and 16 models. Three optional years expand deployment to additional powerplants, up to 30 units in Stage 2, at Reclamation's discretion.
The platform must be a proven commercial-off-the-shelf product supporting up to 50 datapoints, supervised and unsupervised machine learning, anomaly detection, automated prevention measures, physics-informed machine learning, and remaining useful life predictions. It must integrate with AVEVA PI or GE Proficy Historian, run on Reclamation's on-premise virtualized infrastructure, and monitor at least 800 deployed models in real time. Required capabilities include web-based and desktop clients, alarm management, trending and visualization, and 24/7 monitoring. Security requirements include FISMA, NIST standards, multi-factor authentication, FIPS 140-2 minimum encryption, an Authority to Operate, and continuous monitoring. Contractor employees require background investigations and fingerprinting.
Offerors must provide references from three customers each for centralized fleet-wide monitoring (minimum 10 units), PI historian implementations, and hydrogenerator applications, plus complete product release history. Pricing includes a firm fixed price for the pilot covering all licenses, support, and training, yearly license fees for option years, and labor category rates. Evaluation factors are technical capability, delivery schedule, past performance, and price. Offerors must also submit a small business subcontracting plan under FAR 52.219-9 using the Reclamation template. The attached Service Contract Act wage determination (No. 2015-5419, Revision 34) covers Colorado counties including Denver.
