About this opportunity

The Department of the Interior's Bureau of Reclamation is conducting market research for elevator maintenance and repair services at the Hungry Horse Dam and Powerplant in Montana. The Sources Sought notice is seeking potential contractors capable of performing comprehensive elevator inspection, maintenance, and repair tasks for three separate elevators with 10,000-pound capacities. Interested contractors must submit a capabilities statement by 5 PM EST on February 26, 2025, which includes company contact information, Unique Entity ID, small business status (if applicable), and a narrative detailing recent relevant experience. The evaluation will focus on contractors' ability to meet the draft Performance Work Statement requirements, which include monthly preventative maintenance, annual testing, and emergency repair services. Responses must be emailed to Jeri (Lynn) Wahl at jwahl@usbr.gov, with the understanding that this is strictly market research and does not guarantee a contract award.

The pre-solicitation notice does not specify a small business set-aside, leaving the opportunity open to all qualified contractors. The contract structure encompasses one base year and four potential option years, running from July 1, 2020 through June 30, 2025, with a mix of firm-fixed pricing for inspections and time-and-materials pricing for repairs. While specific award value is not disclosed, the contract requires comprehensive services including monthly preventative maintenance, safety testing, and 24-hour emergency response with a two-hour maximum response time. Contractors must provide a site-specific safety plan, comply with lockout/tagout procedures, and submit detailed reports within 10 business days of service. The contract falls under NAICS category 811310 for commercial and industrial machinery and equipment repair and maintenance, specifically targeting materials handling equipment repair services.
