About this opportunity
The National Park Service seeks hazardous waste disposal services for Yosemite National Park, with quotes due August 3, 2026, and questions due July 24. The procurement is a 100% total small business set-aside, and the government will award a single firm fixed price IDIQ contract.
Place of performance is the El Portal Maintenance Facility in El Portal, California, with administrative oversight at Yosemite National Park. The NAICS code is 562112 (Hazardous Waste Collection) with a size standard of $47 million in average annual receipts. The contract runs from September 1, 2026, through August 31, 2031, comprising a one-year base period plus four one-year options. Maximum contract value is $300,000 with a minimum guarantee of $25,000 for the initial task order.
The contractor must manage variable hazardous waste streams as a Large Quantity Generator under RCRA, including universal waste, flammable and combustible materials, corrosive waste, toxic and reactive waste, oil and automotive waste, lead- and asbestos-containing materials, and miscellaneous items. All contractor personnel must hold HAZWOPER training (24- or 40-hour certification with current refresher), valid commercial driver licenses with HazMat endorsements, and maintain a comprehensive Health and Safety Plan compliant with 29 CFR 1910.120 and California regulations. Work occurs between 0800–1600 hours. The contractor must provide cradle-to-grave waste tracking, utilize licensed transporters and permitted Treatment, Storage, and Disposal Facilities, designate a Site Safety Officer, and submit manifests, Certificates of Destruction, and comprehensive waste reports within specified timeframes.
Subcontracting is permitted up to 50% of the award amount to non-small businesses, or more than 50% to similarly situated small businesses, provided no more than 50% of total award goes to other-than-small entities. The government will evaluate and award based on total aggregate pricing across all five contract years, not line-item responsiveness. Evaluation criteria are price, technical capability, and past performance. Prevailing wage rates apply under the Service Contract Act. Quotes must include completed price schedules with unit pricing for all highlighted line items, technical capabilities narratives, three relevant references from the past five years, and SAM registration verification. Amendment 01, posted July 28, provides answers to offeror questions.
