About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking a 5-year contract for overhaul and unscheduled depot-level maintenance of the 25K Halvorsen Aircraft Cargo Loader. The solicitation will be a Fixed Price Incentive Firm Target (FPIF)/Firm Fixed Price (FFP)/Indefinite Delivery Requirements-type contract, with the government intending to award a sole source bridge contract to Leonardo DRS. The Halvorsen is a self-propelled 25,000-pound capacity aircraft cargo transporter loader used to transfer loads to and from warehouses and cargo aircraft. The contract will include a one-year basic period of performance with four one-year option periods, focusing on preserving the operational safety and effectiveness of the Halvorsen fleet. The formal solicitation is anticipated to be released on or around August 16, 2024, with interested offerors encouraged to register on the Government Point of Entry website to receive notifications and amendments.

There are no specific set-aside designations for this contract, and foreign participation is explicitly not permitted. The contract will support up to 30 Halvorsen Aircraft Cargo Loaders for overhaul throughout the contract period, with the place of performance located in the United States. Leonardo DRS is the incumbent and intended sole source awardee for the bridge contract, with pricing structured to include target cost, target profit, and a ceiling price set at 120% of the total target cost. The contract includes an incentive fee arrangement with 50% allocated as normal profit, 35% for schedule incentives, and 15% for performance incentives. Key metrics will include on-time delivery of overhauled loaders, quality of maintenance, and adherence to the contractor's quality management system. The total estimated contract value is not explicitly stated, but the complexity and scope suggest a multi-million dollar procurement.
