The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base has a requirement for a 5-year contract for the overhaul and unscheduled depot-level maintenance of the 25K Halvorsen Aircraft Cargo Loader. The Halvorsen is a self-propelled 25,000-pound capacity cargo transporter that transfers loads to and from warehouses and cargo aircraft. The government intends to award a sole-source bridge contract to Leonardo DRS. The anticipated contract will have a one-year base period with four one-year options and will include overhaul and unscheduled depot-level maintenance services for the Halvorsen.
This opportunity is not set-aside. The final solicitation is anticipated to be released on or around July 31, 2024, and interested offerors are encouraged to register to receive notifications. The Halvorsen was designed for a 30-year service life with a maximum of two overhauls, and the contract will have a fixed-price incentive firm target (FPIF), firm-fixed-price (FFP), and reimbursable-no fee indefinite delivery/requirements-type structure.

The Support Equipment and Vehicles Division at Robins AFB, GA (AFLCMC/WNZ) has a requirement for a 5-year, Fixed Price Incentive Firm Target (FPIF)/Firm Fixed Price (FFP)/Reimbursable -No Fee Indefinite Delivery/ Requirements-type contract for support of the 25K Halvorsen Aircraft Cargo Loader.
The Halvorsen is a self-propelled 25,000-pound capacity aircraft cargo transporter loader. The Halvorsen weighs 31,350 pounds; is approximately 14 feet 2 inches wide by 29 feet 7 inches long; and is approximately 23 feet tall when fully extended. It transfers loads to and from warehouses, and to and from cargo aircraft on the flightline. The Halvorsen interfaces with docks in warehouses and all Air Force cargo aircraft, including many commercial Civil Reserve Air Fleet (CRAF) aircraft. The Halvorsen's powered conveyor system moves loads on unit load devices (ULDs): pallets, platforms, and containers. The roller system on the deck converts to a flat deck for rolling stock loads. The deck lowers to 39 inches and raises to 18 feet 9 inches. The Halvorsen is air transportable on the C-130, C-5, and C-17 aircraft. The Halvorsen was designed for a service life of 30 years with a maximum of 2 overhauls.
The government intends to award a sole source bridge contract in accordance with FAR 6.302-1 to Leonardo DRS. The anticipated contact will have a one-year basic period of performance with four (4) one-year options and will include the following: Overhaul and Unscheduled Depot Level Maintenance of the Halvorsen Aircraft Cargo Loader.
IAW DAFFARS 5305.204 and AFI 16-201, potential contractors are advised that foreign participation is not permitted.
The final solicitation will be made available through the Government Point of Entry and is anticipated on or around 31 July 2024.
