About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10, is soliciting a detailed roof inspection report for the Ft. Thomas Domiciliary facility in Ft. Thomas, Kentucky, with proposals due July 31, 2026, at 1:00 PM EDT. This procurement is a total small business set-aside, firm-fixed-price contract.
Place of performance is Ft. Thomas, Kentucky (1000 S. Ft. Thomas Avenue). The scope encompasses approximately 25,000 square feet of roof area on a single main building (Building 64), accessible from a stairwell. Deliverables include an executive summary identifying major deficiencies, a detailed roof inspection report documenting roof system description and all identified deficiencies with photographic documentation, annotated roof plans marking areas of concern, infrared moisture survey data and interpretations, structural assessment of roof decking and framing, and a full roof replacement versus repair analysis. Performance period is three months from contract start. The contractor must coordinate with Government representatives for site access, participate in kickoff and periodic project meetings, present findings via online meeting format, and submit a draft report for Government review prior to final submission. Infrared thermography certification from any recognized industry standard is acceptable provided it can determine water intrusion. Structural assessment per the International Existing Buildings Code is acceptable without requiring a Professional Engineer stamp. Drones may be used for infrared scanning in accordance with local regulations, and written approval is required prior to any destructive testing. The estimated contract value is $11.5 million. Performance standards require 100% compliance for site investigation, infrared surveying, annotated roof plans, structural assessment, final report delivery, and presentation of recommendations; 95% on-time compliance for ad hoc status updates; and 98% accuracy for invoicing. Supplemental insurance requirements include general liability of $500,000 per occurrence, workers' compensation with $100,000 employer liability, and automobile liability of $200,000 per person and $500,000 per occurrence. The contractor must comply with Service Contract Act Wage Determination 2015-4719. The NAICS code is 541350, Building Inspection Services; PSC is H399, Inspection—Miscellaneous.

Answer: Yes. The PWS has been uploaded to www.SAM.gov

Answer: PE Stamp is not required.
RFI #3 Question: Is there a specific infrared thermography certification standard the Government requires (e.g., Infraspection Institute, InterNACHI, ASNT), or is any recognized industry certification acceptable?
Answer: Specific infrared tech does not matter, must be able to determine water intrusion.
RFI #4 Question: Will there be a site visit or walkthrough offered prior to quote submission?
Answer: No.
RFI #5 Question: We would like to know if someone has the roof size, number of buildings or any building plan we can use to draft a quote.

RFI #24 Question: I would also appreciate clarification regarding the insurance requirement. If Nine3Six Solutions serves as the prime contractor and utilizes a qualified roofing inspection subcontractor to perform the on-site technical inspection services, does the solicitation require the prime contractor to maintain the insurance specified in the solicitation, or would the subcontractor's insurance satisfy that requirement for the services they perform?
Answer: Yes, the prime contractor shall maintain the required insurance and not the subcontractor.
RFI #25 Question: Lastly, I noticed Attachment VAAR 852.219-75 (Limitations on Subcontracting Certificate). Since this procurement is identified as a Total Small Business Set-Aside under NAICS 541350 rather than a VOSB or SDVOSB set-aside, could you please confirm whether that attachment is applicable to this acquisition?
Answer: This has been rescinded (VAAR 852.219-75).
