Work is performed primarily Monday through Friday 0700-1600 hours with one-hour lunch breaks, with flexibility for evening and weekend performance as directed. The base contract period runs from September 7, 2026 through September 30, 2027, with a 90-calendar-day performance window from Notice to Proceed. The estimated budget is $19 million. Evaluation criteria include technical capability, past performance (minimum three comparable projects within five years), and price. The contractor must have in-depth HVAC knowledge, prior hospital experience, familiarity with VA infection control and life safety requirements, VA unescorted access clearance including fingerprinting and background investigation, TB skin test certification, and off-site equipment storage. Wage Determination No. 2015-5253 applies; prevailing wage rates range from $11.49 to $50.21 hourly.
