About this file

This is a Statement of Work for the South Texas Veterans Health Care System (STVHCS) to repair duct and chilled water line insulation at the Audie L. Murphy Veterans Hospital in San Antonio, Texas.

The contractor must repair approximately 100,000 square feet of duct insulation and 20,000 linear feet of 3-inch pipe insulation that have failed and negatively impacted patient care. The scope includes turning off AHU systems and isolating chilled water lines, removing existing insulation, pressure testing to identify and seal air leaks using water-based duct sealant, and re-insulating with specified materials: 4-inch R-16 fiberglass or mineral fiber with FSK facing for ducts (with unfaced internal layers and perforated base insulation pins) and 2-inch fiberglass or mineral fiber with paper face for pipes (including insulated fitting covers and PVC jackets). The contractor must clean interstitial space 10 feet around work areas, vacuum debris over ceiling tiles, and install 6-mil reinforced fire-retardant polyethylene ICRA barriers over three entry points. Portions of existing insulation contain asbestos-containing material (ACM) requiring full abatement compliance with federal, state, and local regulations and VA policy. The contractor must implement infection prevention and control measures throughout all work phases and perform primarily during evening hours and weekends to minimize disruptions to patient care, though standard work hours are Monday through Friday 0700–1600 with one-hour lunch breaks (no work on federally recognized holidays without written Contracting Officer approval).

The contractor must provide all labor, materials, equipment, tools, and supervision; obtain all necessary licenses and permits; undergo SAC background checks and VA contractor badge processing; provide TB skin test evidence; complete infection control safety training; submit ACM, work, and safety plans with worker certifications; provide daily status reports to the STVHCS Maintenance and Operations Section Shop (Room L001); and deliver a completion report. The period of performance is 90 calendar days after Notice to Proceed. The contractor must have in-depth knowledge of HVAC and duct insulation, prior hospital experience, knowledge of STVHCS infection control and life safety requirements, prior Veterans Affairs experience, and off-site equipment storage at sole cost. The SOW includes detailed security and information protection requirements restricting access to VA desktop computers, patient health information, and government online resources, with liquidated damages provisions for data breaches involving sensitive personal information per 38 U.S.C. §5725.
