About this opportunity
The U.S. Embassy Guatemala seeks a media campaign to prevent H-2 visa fraud, with quotations due July 31, 2026 at 5:00 PM local time. This is a firm fixed-price contract for one year (November 2026 through September 2027) awarded to the lowest-priced acceptable offeror under a Lowest Price Technically Acceptable (LPTA) evaluation approach. The incumbent contractor is Publicidad Marte, S.A. under contract 19GT5025C0013. Amendment 0001, issued July 14, 2026, extends the deadline and incorporates Questions & Answers addressing 57 offeror submissions.
Place of performance is Guatemala, covering all 22 Guatemalan departments. The campaign targets two audiences through characters "Manuel" and "Diego": rural populations (H-2A/H-2B workers) via radio and traditional media, and urban youth via digital platforms. Required media channels include 1,000 monthly radio spots (minimum 10 daily transmissions per station with individual spots for each character plus one combined spot), 5 branded tuk-tuks, 10 cross-street banners, 5 digital advertising screens, 100,000 monthly SMS messages, one monthly social media ads package, 5 monthly newspaper ads, one-time printed materials, one-time jingle production, and two comprehensive market studies (at midpoint and contract end). TikTok, influencers, and Mayan language content are prohibited. The Embassy retains full control of WhatsApp operations.
Vendors must be SAM-registered, demonstrate verifiable Guatemalan market experience, provide comprehensive campaign portfolios with past performance data, submit design samples, develop a detailed media distribution plan, and provide proof of authorization to operate in Guatemala. Companies established outside Guatemala may meet requirements through local partnerships or subcontracting. No cost adjustments will be made for media placement changes or currency fluctuations; all costs including perpetual licenses must be included in proposal pricing. The NAICS code is 541613, Marketing Consulting Services; PSC is R701.
