SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

I. Introduction

The Fraud Prevention Unit (FPU) of the U.S. Embassy in Guatemala seeks a vendor to redesign and expand a 10-month (November 2026-September 2027) media campaign aimed at preventing H-2 visa fraud. The FPU’s mission to deter, detect, and investigate visa fraud is essential to maintaining consular integrity and safeguarding U.S. national security. By protecting applicants from exploitation by false recruiters, commonly known as tramitadores, this campaign directly supports the critical goal of keeping America and its citizens safe, secure, and prosperous. Bad actors who exploit the visa process undermine the rule of law and endanger the security of the U.S.

homeland by facilitating fraudulent entry.

To address this threat, the selected vendor will build upon existing materials to develop an innovative, dual-audience strategy featuring two distinct characters that deliver culturally tailored messaging. "Manuel," a trustworthy, older worker who has legally navigated the visa process, will continue to target rural populations with warnings against scams and fraudulent fees.

Meanwhile, his digitally connected nephew, "Diego," will engage the growing demographic of urban youth through social media. Together, their storylines will encourage personal responsibility, emphasize the severe consequences of overstaying visas, and deter the fraudulent actions that threaten the integrity of our borders.

II. Background

The Fraud Prevention Unit (FPU) operates as a vital component of the Consular Section at the United States Embassy in Guatemala. Its core mission is to proactively address and neutralize threats to the U.S. immigration system through rigorous fraud prevention training and targeted outreach. The majority of consular fraud and misrepresentation cases involve individuals seeking economic opportunities in the United States. Unscrupulous actors—frequently operating as false recruiters or tramitadores—prey on these aspirations, operating outside the Embassy's purview to extract illegal fees, issue forged contracts, and provide false promises of employment.

The H-2 visa program serves as a legal pathway for Guatemalans to engage in temporary agricultural and non-agricultural work in the United States. Legitimate recruiters are strictly prohibited from charging workers any fees. The campaign must effectively dismantle the misconception that applicants must pay to be considered for these opportunities. Furthermore, with the recent influx of younger, digitally connected urban Guatemalans applying for H-2B visas, the FPU has observed an increased vulnerability to online misinformation and poor personal decision-making. Tailored messaging is necessary to address both the victimization of rural applicants and the deterrence of fraudulent behavior and vulnerability among urban youth.

III. Specifications and Responsibilities

Audience Differentiation and Messaging Strategy The campaign must address two distinct target audiences with tailored messaging and outreach methods:

● Rural Populations (Traditional Audience): Primarily composed of prospective H-2A and H-2B workers from rural areas with limited education, literacy and technology access. Messaging focuses on preventing victimization by false recruiters, highlighting fraud warning signs, and emphasizing no-fee recruitment. The character "Manuel" remains the face of this messaging, sharing relatable stories grounded in trust and community.

● Urban Youth (Emerging Audience): A growing demographic of younger, digitally connected Guatemalans interested in H-2B opportunities. While media-savvy, they are vulnerable to misinformation and visa fraud schemes. Messaging deters victimization and fraudulent behavior and promotes verification of job offers and lawful participation in the program. The character "Diego" (Manuel’s nephew) represents this group, challenging social media misinformation while demonstrating the long-term benefits of acting legally.

Messaging Tone and Style

Messaging should be clear, engaging, and culturally relevant to each group, incorporating strong calls to action such as:

● “Verify your employment offer via the Embassy’s digital channels”

● “File denuncias against visa vendors or false recruiters”

● “Verify before paying for an employment offer”

● “Protect your future—don’t commit visa fraud”

● “Follow the legal path to work in the U.S.”

● “Don’t pay for fake promises”

Geographic Prioritization The U.S. Embassy has identified several high-risk departments requiring intensive, multi- channel broadcasting. The vendor shall tailor media placements to maximize visibility in these priority regions:

1. Tier 1: Huehuetenango, San Marcos, Quetzaltenango, Quiche, Totonicapán, Chimaltenango, Sacatepequez

2. Tier 2: Jutiapa, Zacapa, Chiquimula, Jalapa, Sololá, Retalhuleu, Suchitepequez, Escuintla

3. Tier 3: Alta Verapaz, Baja Verapaz, El Progreso, Santa Rosa, Guatemala City, Izabal, Petén

Media and Distribution Requirements The vendor shall design and advertise the campaign using a blend of traditional and digital platforms, with a priority on digital channels.

● Traditional Outreach (Rural Focus): Radio jingles and host mentions, street banners, tuk-tuk and mobile ads, newspaper advertisements, printed outreach materials (e.g., posters, flyers), and digital screens in public spaces.

● Digital Strategy (Urban Youth Focus): Short-form video content (TikTok-style, Facebook/Meta, YouTube Shorts), animated carousels, interactive content via WhatsApp/SMS (polls, quizzes, FAQs), and targeted SMS campaigns in major urban centers.

Detailed Media Distribution Plan Vendors must submit a comprehensive media distribution plan alongside their proposal. This plan must detail how the vendor will reach the target audiences, including:

● Proposed radio stations, coverage data, and broadcast schedules.

● Specific proposed locations for street banners and public digital screens.

● A comprehensive social media strategy broken down by platform and target audience segment.

● Distribution strategies for printed and promotional materials.

● Proposals for innovative, non-traditional channels that will further the campaign's reach and impact, particularly in rural areas.

Channel-Specific Specifications

● Street Banners (Pasacalles): Must include full-color printing, professional installation, routine maintenance, theft/damage insurance, and required municipal permits.

● Radio Spots & Jingles: 30-second spots and a jingle, aired 10 times per day on alternating 15-day cycles per month per department.

● Tuk-Tuk Advertising: Minimum of 8 tuk-tuks per department capital for at least two months, rotating among target locations.

● Newspaper Advertisements: Half-page ads in newspapers with nationwide circulation and strong local reach (or justified innovative print alternatives).

● SMS Campaign: Locally operated platforms rotating monthly across departments. Messages must include FPU contact info and U.S. Embassy links.

● Social Media: Animated storyboards and short-form videos featuring Manuel and Diego reinforcing trust, fraud prevention, and program integrity.

Materials, Creative Assets, and Evaluation

● Asset Clearance: All materials must be cleared by the U.S. Embassy prior to production. The vendor provides all creative content and adapts materials for Embassy use at no additional cost.

● Campaign Timeline: The campaign must run continuously for a minimum of 10 months (November 2026-September 2027).

● Monitoring and Reporting: The vendor will monitor impacts and submit monthly reports with verifiable broadcast and distribution evidence prior to payment.

● Market Studies: Two comprehensive market studies are required (one at the midpoint and one at the end of the contract) to evaluate campaign impact and offer data-driven recommendations for future outreach.

IV. Vendor Requirements

The Vendor shall be responsible for the following tasks and deliverables:

● Targeted Demographic Focus: Design and execute the campaign with a primary focus on rural Guatemalan adults, ages 18 to 40, who are semi-literate or illiterate and typically engaged in manual labor. This group represents the highest risk for fraud victimization and misinformation related to the H-2 visa program.

● Geographic Prioritization: Emphasize campaign implementation in rural communities within the high-priority departments identified by the U.S. Embassy. Messaging, materials, and distribution strategies must reflect the realities and communication preferences of these populations.

● Tailored Media Mix: Utilize a media strategy that combines traditional outreach tools (e.g., radio, tuk-tuks, street banners) with accessible, audience-appropriate platforms. The mixture of media must be optimized for both reach and message retention among the target demographic.

● Comprehensive Campaign Timeline: The campaign must run for a minimum of 10 consecutive months (November 2026 through September 2027). The Vendor must submit a detailed marketing and distribution plan that includes proposed timing, geographic coverage, and platform-specific rollout strategies.

● Impact Measurement and Market Study: The Vendor must conduct and submit two market studies assessing the national impact of the campaign on each contracted media platform:

○ The first study shall be delivered at the midpoint of the contract period.

○ The second study shall be delivered at the end of the contract.

Each study must include quantitative and qualitative analysis of campaign performance, insights into message penetration, public awareness, and behavioral shifts, and actionable recommendations for improving campaign reach and effectiveness in future programming cycles.

● Verifiable Local Market Experience: The Vendor must demonstrate verifiable experience conducting media campaigns in the local Guatemalan market.

● Local Market Performance History: The Vendor must provide documentation showing how they have performed media campaigns in the local market (Guatemala), including examples of past campaigns, outcomes achieved, and lessons learned.

● Cultural Competency and Audience Understanding: The Vendor must demonstrate the capacity to deliver the message to the local audience utilizing local cultural norms and understanding the population. This includes showing familiarity with regional dialects, cultural sensitivities, and communication preferences specific to rural Guatemalan communities.

● Design Innovation and Campaign Samples: The Vendor must submit design samples of the intended media content, clearly highlighting innovations and modifications to the current campaign. Submissions must include visual mock-ups, audio demos, creative concepts, and concrete examples demonstrating how the new approach enhances or differs from the existing materials.

V. Copyrights

a) Copyright Notice All campaign content must bear the following copyright statement: “All rights reserved. All text and designs created under this contract are exclusively for the United States Government.”

b) Intellectual Property Ownership All campaign designs, materials, and publications produced under this contract shall become the exclusive property of the United States Government. The U.S. Government reserves the right to:

● Reuse, adapt, or republish the materials in future campaigns.

● Authorize their use by other contractors or partners as needed, without additional permissions or compensation to the original Vendor.
