About this opportunity

The U.S. Embassy in Guatemala City, Department of State, through its International Narcotics and Law Enforcement Affairs (INL) section, seeks software development services to stabilize, complete, and deploy the GIO tracking web platform, with questions due November 10, 2026 and quotations due November 30, 2026 at 5:00 p.m. local time. No set-aside is used, and award goes to the lowest-priced, technically acceptable responsible offeror.

Place of performance is Guatemala. The firm-fixed-price effort runs five months across five CLINs: assessment, audit, and base code stabilization; functional completeness and alternative data solutions; production deployment and user acceptance testing; final stabilization, technical documentation, and knowledge transfer; and 60 calendar days of post-delivery warranty support. Deliverables include a stabilized source code repository, an Entity-Relationship Diagram, a deployment and maintenance manual in English and Spanish, an end-user operational manual, and UAT support, all provided digitally to INL Guatemala.

The contractor must be registered to conduct business in Guatemala or maintain a partnership with a host-country-registered business. Quoters must be registered in SAM and submit the SF-1449, Section II (schedule of services), and proof of SAM registration.

The firm-fixed price includes all overhead, profit, and transportation. VAT is excluded from unit prices and added to invoices at 12 percent. Payment is a single disbursement after inspection and written acceptance of the complete platform, with Net 30 terms running from receipt of a correct invoice submitted through the payment portal.

The government intends to award based on initial quotations without discussions, though discussions may occur if necessary with companies in the competitive range. Evaluation prioritizes technical approach feasibility, compliance with technical specifications, Angular development capacity, backend and database administration, API and non-API system integration, and secure production deployment practices.
