UPDATED March 06,2023 ********************************************************************

GSA’s Office of Professional Services and Human Capital (PSHC) is pleased to announce the release of the second draft Request for Proposal (RFP) for the OASIS+ Program.

The publication of the OASIS+ Draft RFP #2 is solely for market research purposes. This publication is not an official RFP from the Government and does not constitute a request for offers. The Government will not reimburse any costs attributed to responses.

The OASIS+ Draft RFP contains all sections of the solicitation and qualification matrices for the Unrestricted and Total Small Business vehicles. The qualification matrices for all proposed socioeconomic vehicles that will be included in the final RFP will mirror the Total Small Business qualification matrices.

GSA has included a cover letter with draft RFP #2 outlining changes made in response to comments and feedback from Draft #1.

The OASIS+ team considered each submitted comment carefully and implemented changes and clarifications to draft RFP #2 where needed. Due to the sheer number of questions that were provided, which included many duplicates, it would be inefficient to post every answer here. As such, GSA has consolidated and selected the most relevant questions for publishing in this document. Furthermore, due to the volume of questions received, GSA has selected a two-phased approach with the release of the Q&A. A portion of the Q&A is being released simultaneously with Draft RFP #2, and the remaining Q&A will be released shortly after.

Update #13 ·

UPDATED March 07,2023 ********************************************************************

GSA’s Office of Professional Services and Human Capital (PSHC) is issuing a revision to the second draft Request for Proposal (RFP) for the OASIS+ Program. Attachment J.P-8 Domain Qualifications Matrix and Scorecards Rev 3-7 has replaced the previous version released on March 06, 2023.

No other changes to Draft #2 have been made.

PSHC will be using the Symphony Procurement Suite at https://oasis.app.cloud.gov/ for OASIS+ proposal submission and evaluations, and we are opening the platform for early registration with the release of this draft RFP. While registration is not required at this time, we highly encourage you to register and use the system for asking questions and submitting feedback on the draft RFP.

While using Symphony for asking solicitation specific questions is preferred, should you have problems with registration, you can submit general feedback or questions related to this draft RFP via email to pshc-dev@gsa.gov. To prevent duplication, we request that you use only one method per feedback or question. For additional information regarding Symphony and how to register, please visit the most recent program update posted on the OASIS+ MAC Community of Interest at: https://buy.gsa.gov/interact/community/196/activity-feed. Additional information may be shared by the Government through this Interact page up until release of the final solicitation.

Update #11 ·

UPDATED November 15,2022*************************************************************************************************************

GSA’s Office of Professional Services and Human Capital (PSHC) is pleased to announce the release of the draft Request for Proposal (RFP) for the OASIS+ Program, bringing the agency one step closer to standing up the next generation Best-in-Class Multi-Agency Contracts for complex non-IT services.

The publication of the OASIS+ Draft RFP is solely for market research purposes. This publication is not an official RFP from the Government and does not constitute a request for offers. All comments or questions received are on a voluntary basis.

GSA has included a cover letter with the draft RFP requesting targeted feedback on specific strategy areas. Interested parties are highly encouraged to review the draft RFP and the associated survey and provide feedback as outlined in the SAM.gov notice. The comment deadline is December 31, 2022.
