About this file

This document is a pre-proposal conference presentation for a National Park Service federal construction contract to rehabilitate the 4 Lazy F Ranch for housing at Grand Teton National Park (GRTE 237343, Solicitation Number 140P2026R0098).

The project consists of two primary scopes: utilities work and buildings/site rehabilitation. The utilities scope includes design, permitting, and construction of new water distribution systems, sewer systems (lift station, force main, and gravity main), buried telecommunications, and underground power with connections to each building. The buildings and site scope encompasses rehabilitation of the lodge, eight cabins, one garage, two outbuildings, and a water well structure, including roof replacement, foundation repair/replacement, structural upgrades, exterior log repairs, pest exclusion, historic window and door repairs, utility code compliance, fire suppression installation, and site work (parking, access road maintenance, pathway connections). The contract is a firm-fixed-price award to one contractor under a Total Small Business Set-Aside (NAICS 237110). Proposals are due November 20, 2026, with evaluation completed in December, award in January/February 2027, submittals in February/March, and construction starting in April 2027. The period of performance varies: 303 calendar days for base scope; 669 calendar days for base plus up to six optional CLINs; and 1,034 calendar days for base plus seven or more optional CLINs. Special requirements include a 15% minimum self-performance requirement, Davis-Bacon wage compliance with weekly certified payroll submissions, and liquidated damages of $1,714 per day. The site is accessible April 1 through December 15 with work hours 8am-6pm. Environmental constraints include bat exclusion (April 1-15), eagle and migratory bird protections, elk parturition restrictions (May 15-June 30), and limited tree removal in fall. An offer guarantee/bid bond valid for 90 days is required. NPS intends award without discussions using best value/tradeoff methodology, with technical approach, project experience, schedule, and past performance as equally-weighted evaluation factors (when combined) and approximately equal to price. Proposals must be submitted as two separate PDFs (technical and price volumes) to the Contracting Officer at anthony_jasper@ios.doi.gov and CS_DSC_Proposal_Submission@nps.gov. Written questions are due November 6, 2026.

• All evaluation factors other than price (Factors 1-4), when combined are approximately equally important to price.
