About this file

This is an Asbestos Survey Report commissioned by Hennebery Eddy Architects, Inc. for a renovation project at the 4 Lazy F Ranch in Moose, Wyoming. Northern Industrial Hygiene, Inc. conducted a limited asbestos survey on May 11 and May 20, 2025, across 12 buildings on the property to identify asbestos-containing materials (ACMs) that would be impacted by upcoming renovation activities. The survey included interior, exterior, and roof inspections of all structures including Harry's Cabin, George's Cabin, End Cabin, Mrs. Oliver's Cabin, Middle Cabin, River Cabin, Nurse's Cabin, Main Lodge, Ice House, Mouse House, New Cabin, and 3-Bay Garage. Project Number 999-5237 was assigned to this investigation.

The survey identified asbestos-containing materials in multiple buildings. Harry's Cabin contained three confirmed ACMs: black penetration sealant on roof (2% Chrysotile), white window glazing compound (2% Chrysotile), and Transite panel (65% Chrysotile). George's Cabin contained four confirmed ACMs including vinyl sheet flooring with mastic (15% Chrysotile), square and rectangle vinyl sheet flooring with mastic (15% Chrysotile), black tar sealant on roof (2% Chrysotile), and exterior window frame caulk (3% Chrysotile). The report notes that under EPA NESHAP and Wyoming Department of Environmental Quality regulations, notification must be provided at least 10 working days before commencing renovation activities disturbing more than 160 square feet of regulated asbestos-containing material (RACM), and RACM must be removed prior to renovation activities. Laboratory analysis was performed using EPA Method 600/R-93/116 with polarized light microscopic techniques and dispersion staining to identify asbestos mineral forms.

Asbestos Overview

Asbestos is a trade name for a group of fibrous naturally occurring minerals that were used widely in building materials because of its ability to bind, resist chemicals, insulate, and fireproof. Exposure to elevated levels of asbestos fibers has been documented to cause a variety of diseases including asbestosis and cancer. Consequently, the application, removal, and disposal of asbestos-containing materials is regulated by several agencies.

Asbestos in most building materials poses little threat to human health as long as the asbestos fibers are securely bound within the building material. However, as the materials deteriorate because of time or exposure, or are disturbed because of human or other activities, the potential increases for the fibers to become airborne. When this occurs, the risk to human health increases significantly when the fibers are inhaled.

The Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants (NESHAP) defines an asbestos-containing material (ACM) as a material containing greater than (>)1% asbestos and assigns ACM to three categories: regulated asbestos-

4 Lazy F Ranch Moose, Wyoming containing material (RACM), Category I, and Category II. RACM is defined as an ACM that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure (friable). RACM also includes: Category I and Category II materials that will be (or have been) subjected to sanding, grinding, cutting or abrading, or; Category II materials that have a high probability of becoming (or have become) crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition/renovation operations. Category I ACMs are non-friable packings, gaskets, resilient floor covering, and asphalt roofing products. Category II ACMs are non-friable materials, excluding Category I non-friable ACMs, that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

The NESHAP requires that the building owner or operator provide notification at least 10 working days prior to commencing renovation activities that will disturb more than 160 square feet (SF) or 260 linear feet (LF) of RACM, or prior to any demolition activities. The NESHAP also requires that RACM be removed prior to renovation/demolition activities that will disturb the material.

The Wyoming Department of Environmental Quality (WDEQ) requires the building owner/operator submit notification at least 10 working days prior to commencing asbestos abatement project involving any amount of RACM.

The Occupational Safety and Health Administration (OSHA) requires that employees that will be exposed to any amount of asbestos be trained in accordance with the provisions of 29 CFR 1926.1101. The OSHA standard also requires that employee exposure to asbestos fibers not exceed either the permissible exposure limit (PEL) of 0.1 fibers per cubic centimeter (f/cc) of air for an eight (8) hour time-weighted average (TWA) or the excursion limit (EL) of 1.0 f/cc for any thirty (30) minute work period.

Survey Procedures

Asbestos Sampling Procedures

The asbestos survey was performed using the applicable portions of the currently recognized standard protocol developed for schools under AHERA, as promulgated in Title 40, Code of Federal Regulations (40 CFR), Part 763 and as amended in the Federal Register. Since the primary concern for this investigation was to identify potential asbestos hazards in the 12 client selected buildings, Northern representatives visually inspected existing conditions considering each construction, addition, or renovation date as separate, unique buildings, if applicable.

Laboratory Analysis of Bulk Asbestos Samples

Bulk samples collected during the survey were assigned bulk sample numbers and entered on sample summary/chain-of-custody forms. The samples were transported to the laboratory by overnight courier under standard chain-of-custody procedures. The analysis was performed in accordance with EPA Method 600/R-93/116, which employs polarized light microscopic

4 Lazy F Ranch Moose, Wyoming techniques with dispersion staining for identification of mineral forms of asbestos. The quantification of asbestos in the sample is intended to be an estimate only and the limit of detection for this method is approximately 1% by volume.

*In the Federal Register Volume 59, Number 3 dated Wednesday, January 5, 1994 the EPA issued the “Asbestos NESHAP Clarification Regarding Analysis of Multi-layered Systems”. This notice of clarification to the final rule states the following regarding joint compound/wallboard:

When joint compound and/or tape is applied to wallboard it becomes an integral part of the wallboard and in effect becomes one material forming a wall system. Therefore, where a demolition or renovation impacts such a wall system, a composite analysis of the wall system (percent of asbestos in the joint compound, tape and wallboard) should be conducted. If the analysis shows a composite asbestos content of less than one percent, the EPA NESHAP does not regulate the wallboard system. Be advised that all O S HA regulations regarding worker exposure to asbestos fibers apply regardless of the percentage of asbestos present in the material analyzed.

Nurse’s Cabin

Three of the suspect materials identified and sampled were confirmed to be asbestos-containing materials. Two other materials have asbestos present at 1% or less.

4 Lazy F Ranch Moose, Wyoming

Main Lodge

Five of the suspect materials identified and sampled were confirmed to be asbestos-containing materials. One of those five materials, the gypsum wallboard system was determined to have a composite result of <1% asbestos. Three other materials have asbestos present at 1% or less.

Ice House

None of the sampled materials contained asbestos.

New Cabin

One of the suspect materials identified and sampled were confirmed to be asbestos-containing materials. One other material has asbestos present at 1% or less.

3 Bay Garage

None of the sampled materials contained asbestos.

Recommendations

Northern offers no recommendations regarding asbestos in the two buildings where no asbestos was identified. Renovation work may proceed in the Mouse House and in the 3-Bay Garage without concern of impacting any asbestos-containing materials.

The remaining 10 buildings had one or more confirmed asbestos-containing materials present.

Prior to conducting any demolition or renovation activities that will impact the asbestos-containing materials in these 10 buildings Northern recommends that an accredited asbestos abatement contractor be retained to perform all necessary asbestos abatement work.

Because asbestos is present in the joint compound portion of the gypsum wallboard system at greater than 1% asbestos (2% Chrysotile Asbestos) in the Main Lodge, the material must be abated using properly trained workers following OSHA Class II asbestos abatement requirements. OSHA requirements for potential worker exposure to asbestos fibers also apply during renovation or demolition activities. Specifically, OSHA requires that wet removal methods be employed to control employee exposures except where such methods would be infeasible because of electrical hazards or equipment malfunction. In addition, OSHA requires prompt clean-up and disposal of wastes and debris contaminated with asbestos in leak-tight containers except in the case of roofing materials where other specific procedures are required.

4 Lazy F Ranch Moose, Wyoming

While OSHA requires this waste to be containerized EPA and State of Montana regulations do not require it to be disposed of as asbestos-containing waste because the laboratory composite analysis was less than 1% asbestos. The material therefore may be disposed as general construction waste.

Because it is not common for general contractors to have the required OSHA asbestos training to address removal of this material, Northern recommends that the gypsum wallboard system be also be removed by an accredited asbestos abatement contractor.

Northern further recommends that, following completion of the abatement work, an accredited, third-party company be retained to conduct final clearance visual and air testing in all areas where asbestos is removed.

Laboratory analysis identified asbestos at 1% or less in one or more materials in seven of the buildings. These materials are not considered asbestos containing by State, EPA, and OSHA definition. However, other OSHA regulations regarding potential worker exposure to asbestos fibers apply during renovation or demolition activities. While OSHA requires this waste to be containerized EPA regulations do not require it to be disposed of as asbestos containing waste.
