About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks a contractor to provide comprehensive grounds maintenance services for the Houston National Cemetery through a fixed-price contract. Services include mowing, trimming, edging, weed control, fertilization, insect control, and floral removal across approximately 185.371 acres of improved and unimproved turf areas. The contract will be evaluated using the Lowest Priced Technically Acceptable (LPTA) criteria, prioritizing cost-effectiveness while meeting performance standards outlined in the Quality Assurance Report. Key dates include a mandatory pre-proposal site visit on October 9-10, 2025, a deadline of October 14, 2025 for submitting questions to the contract specialist, and the revised proposal due date of November 21, 2025 at 3:00 PM EST. Offerors must attend the site visit to be considered for award and must notify the contracting team by October 8, 2025 of their attendance.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 561730. The incumbent contractor, Sanford Federal, was terminated in 2024, with Legacy Rock Corporation currently providing interim services; the previous contract held a total value of $3,205,937.52. The contract structure includes a base period of one year plus four one-year option periods, with performance scheduled from November 12, 2025 through November 11, 2030. The cemetery contains approximately 44,292 headstones and 37,031 flat markers, with roughly 1,676 headstones and 15 flat markers added annually. Services will be performed at Houston National Cemetery, located at 10410 Veterans Memorial Drive, Houston, Texas 77038.
