A: Only one proposal per offeror will be evaluated.
Q: To ensure we fully understand the scope of work and accurately prepare our submission, we kindly request clarification and additional information on the following:
1. The total headstone count and flat marker count within the cemetery.
A: See CLIN structure. 44,292 headstones and 37,031 flat markers in base year.

1. Green Burial Mowing area: 1.8 acres If available, please provide any maps, layouts, or supporting documentation that indicate the boundaries or descriptions of these areas.
Q: Equipment Storage & Security It has been noted that the current incumbent reportedly stores equipment and mowers off-site due to prior theft incidents. Will the Government provide or designate a secure on-site storage area (e.g., fenced yard, shed, or locked garage) for contractor use?
A: No, the provided contractor staging area is not secured or guarded.
Q: Access and Logistics What are the current gate access procedures and operating hours for contractor personnel and vehicles? Are there restrictions on after-hours equipment delivery or early-morning staging?
A: Cemetery is open during light hours
Q: Inclement Weather Protocol Will the COR issue written guidance on acceptable delay or recovery timelines following periods of excessive rainfall when mowing is suspended?
A: See PWS 3.1.10. Contractor shall be expected to ensure the grass is cut in less than seven calendar days once grass is suitable for mowing
Q: Floral Disposal Are floral waste containers provided on-site by the Government, or should the contractor plan to remove and dispose of floral debris off-site?
A: Dispose off-site. See PWS 3.9. 3.7.5 Removal of the floral items and disposal away from the cemetery grounds shall be included in the monthly price and is the responsibility of the Contractor
Q: Chemical Application / IPM Are there specific NCA or local VA agronomist-approved herbicide and fertilizer products currently used at the site, or may the contractor propose equivalent formulations that comply with IPM requirements?
A: The contractor may propose products aligned with the process and requirements in PWS 3.6.
Q: Transition & Mobilization Will the incumbent be required to remove all debris and restore baseline turf conditions before contract transition, or should the incoming contractor assume those preparatory responsibilities?
A: There will be a week or two (maybe longer) between contracts. The new awardee should expect some debris and turf growth in between contracts.
Q: Phase-In CLINs Can the Government provide a phase-in CLIN structure or allow offerors to include a mobilization/phase-in line item on the pricing sheet to reflect startup and transition costs?
A: CLIN pricing should be inclusive of all costs associated with the tasks outlined in the PWS to include startup and transition.
Q: Fire Ant Population How pervasive is the fire ant population at the Houston National Cemetery?
Should contractors anticipate regular mound treatment or only spot applications under the herbicide/insecticide CLINs?
A: See PWS 3.8 detailing insect applications including fire ant broadcast and spot treatments. 3.8.8 details the Grounds Management schedule.
Q: Fuel Storage Is there an approved on-site fuel storage area for contractor use, or must fuel be transported daily from an off-site location?
A: Per PWS, Attachment 5 - No flammable and combustible liquids shall be stored within the Cemetery property.
Q: Electrical Hookup Is there access to an electrical hookup on-site to allow charging of battery-operated backpack blowers or other electric equipment?
A: Per PWS, Attachment 5 - No, the contractor will need to provide the source of electrical power.
Q: Labor Relations / Unionization Is this site currently unionized, or are there any collective bargaining agreements (CBAs) in place that apply to grounds maintenance personnel?
A: There are no collective bargaining agreements in place affecting contractor personnel.
Q: Transition Timeline How many days will the Government allow for transition and phase-in activities following award before full performance begins?
A: The turf will be entering dormancy and will not need to be mowed/trimmed on a weekly basis until Jan/Feb time frame. However, other services will need to be performed.
Q: Pond Maintenance During the site visit, several ponds were observed. Will the contractor be responsible for pond upkeep, vegetation control, or water management around those areas?
A: See PWS 3.3 on unimproved grounds mowing and trimming – includes grass areas around irrigation ponds. No other services are required.

A: Contractor is responsible for providing their own dumpster. There is a designated contractor staging area (subject to relocating) that the contract can use
Q: FTE Count Can the government confirm the amount of FTE's, during site visit the number 38 FTE's was provided?
A: Government employee FTE count is not applicable to contract grounds maintenance operations. Since this is a PWS, the contractor would determine the number of FTE’s needed to complete the requirements within the timeline for services (weekly).
| Q: | PWS Table 3.6 - In the pricing schedule CLIN 0008 has a QTY of 3 for the Pre-emergent. Table 3.6 has 2 applications that are split applications. Is the QTY for the Pre-emergent supposed to be 2 with the split applications or 4 to include the split applications. |
| A: | The CLIN structure contains an estimated quantity. A split application would require the use of 2 applications in the CLIN structure. |
| Q: | PWS 3.7 / Clin 0011 - The evaluation criteria is an LPTA evaluation. The way the specifications for this CLIN are currently written someone could price a agricultural grade fertilizer meeting the current specifications. The agricultural fertilizer is not a product that has uniform granules and a lot of dust and is not suitable for the turf application that the cemetery is wanting. This product is cheaper and currently would allow someone to price. Could the specification be re-done to include the grade of fertilizer that the cemetery wants? |
| A: | See PWS 3.7 – it specifies a turf fertilizer. |
| Q: | PWs 3.a – This section states that an area will be provided for storage of the contactor’s equipment and supplies. During the site visit it was stated that this area will not be provided, and the contractor will have to store equipment and material off site. Will this area be provided on site for the contractor to store equipment and materials? |
| A: | It states that an “area can be used if approved by the COR.” It does not say will. |
| Q: | PWS 4 - Will an area be provided for temporary toilets? |
| A: | Yes, in the contractor staging area |
| Q: | PWS 3.7.1 – Are we to understand that the contractor will be able to use government provided dumpster to dispose of the floral pick up? |
| A: | No. |
| 3.7.4 | Contractor will provide the necessary labor, tools, equipment, and suitable conveyance for each work day for pickup of floral items from the cemetery grounds. |
3.7.5 Removal of the floral items and disposal away from the cemetery grounds shall be included in the monthly price and is the responsibility of the Contractor
| Q: | The PWS references "red mapped" and "yellow mapped areas" to identify unimproved acreage on the east and west side of the cemetery, but the map in the PWS does not clearly identify these areas. Can the VA provide a map that clearly identifies the unimproved acreage on the east and west side of the cemetery? |
| A: | Please see the reference map provided in the CLIN structure. |
Q: Irrigation The RFP notes that “regular inspections, adjustments, minor repairs, and reporting are expected.” Please confirm how the Government prefers that costs for these services be represented. There is no dedicated CLIN for irrigation work, and including an allowance could easily result in over- or under-pricing ?
A: I am unable to find the line referenced. This contract does not include irrigation work.
Q: Mulch The RFP specifies that “annual mulch is part of the base service,” but no CLIN line exists for mulch. Should mulch be priced within the base CLIN for landscaping, or as a separate indirect cost allocation? Please confirm the expected frequency and timing of mulch applications (the PWS references “annual,” but not the target month or material specifications).
A: I am unable to find the line referenced. This contract does not include planting bed mulch.
Q: Seasonal Flower Changes The PWS states seasonal color changes are to be completed four (4) times per year.
Can the Government confirm expected timing (months or quarters) and preferred plant species or color rotation? How should this be priced given that no separate CLIN is identified?
A: I am unable to find the line referenced. This contract does not include planting bed maintenance.
Q: Sod Installation at New Burial Sites The PWS requires sod installation within 72 hours of backfilling any new gravesite.
Should pricing for this service be incorporated into the base CLIN or billed per occurrence based on the average annual number of burials?
A: I am unable to find the line referenced. This contract does not include sod installation.
Q: Restroom Facilities Please confirm whether contractor crews may use public restrooms or if designated facilities are available. Are we required to furnish our own port a potty If neither is available, may we stage a portable restroom, and where would that be located on-site?
A: See PWS Attachment 5 General Conditions 4 regarding temporary toilets. The Contractor shall provide portable chemical toilets for use by workmen as necessary to comply with applicable OSHA requirements. Locate portable toilet facilities in the COR approved “Contractor Staging Area” only
Q: Interment Coordination What is the standard advance-notice schedule for interments, and how should crews plan around those activities? Are there blackout periods or restrictions for maintenance tasks during ceremonies or events such as Memorial Day, Veterans Day, or Wreaths Across America?
A: See PWS Attachment 5 General Conditions 16 regarding maintenance during cemetery functions and 15.d on federal holidays.

Q: Utility Locates Please confirm whether the contractor is responsible for performing utility locates prior to any digging or planting activities?
A: This contract does not require digging or planting.
Q: Communication and Approvals Who will serve as the primary on-site point of contact (e.g., COR or Cemetery Manager) for schedule changes, material substitutions, or scope clarifications?
A: The primary on-site point of contact is the Contracting Officer’s Representative, David Marr.
Q: On-Site Storage and Deliveries Will contractors be provided access to on-site storage space for materials or small equipment? What is the protocol for scheduling large equipment or material deliveries (e.g., mulch, sod, or seasonal color)?
A: This contract only requires Fertilizer Delivery. See PWS 3.7. Space available for storing materials is limited at the cemetery; a very small staging area can be used if approved by the COR. Contractor may base operations out of this Staging Area, and may use it for materials and equipment storage, and administration. The Contractor can utilize the Staging Area for placing spoils, the trash dumpster area, employee lunch/break area, etc.
Q: Staffing and Cost History Does the solicitation or PWS specify a minimum manning requirement or recommended number of full-time equivalent personnel for grounds maintenance operations?
A: No
| Q: | Can the Government share how many personnel are currently staffing mowing and trimming at Houston National Cemetery under the existing contract? |
| A: | No, since this is a PWS the contractor employee staffing is dependent on what work is being completed. |
Q: Can you also provide the estimated or historical cost allocations for:
