About this opportunity
The USDA Agricultural Research Service seeks modernization of Greenhouse #2 at its Pasture Systems & Watershed Management Research Unit in University Park, Pennsylvania, through solicitation 1232SA26Q0889, with quotations due August 17, 2026. This is a Total Small Business Set-Aside under the 236220 NAICS code (Commercial and Institutional Building Construction), with a small business size standard of $45.0 million.
Place of performance is Building 0491 at 532 Curtin Road, University Park, PA 16802. The work requires complete demolition and reconstruction of the approximately 3,200-square-foot greenhouse facility, including new polycarbonate glazing panels, concrete slabs with trench drains, mechanical systems (unit heaters, evaporative cooling pads, exhaust fans, motorized ridge and side-wall vents), electrical systems with LED lighting including grow lights, automatic shade cloth systems, stainless steel work sink, and control systems with weather station. Four existing unit heaters will be removed and reinstalled. The contractor must verify all existing conditions on-site, as as-built drawings are not available. A 15-foot by 100-foot laydown area with four parking spaces and access via Curtin Road is provided.
Period of performance is 300 consecutive calendar days from Notice to Proceed (anticipated performance September 1, 2026 through April 30, 2027), with standard work hours 7:00 a.m. to 3:30 p.m. Monday through Friday, excluding Federal holidays. Prevailing wage rates under Davis-Bacon apply, ranging from $18.55 to $50.86 hourly base rates depending on classification. Bid, Performance, and Payment Bonds are required. Evaluation uses lowest price technically acceptable criteria, with past performance rated acceptable, neutral, or unacceptable. Technical acceptability requires submission of technical approach narrative, resumes for Site Superintendent and Project Manager (each with minimum 5 years' experience and 3 years with current company), company experience with three-year project references, and construction schedule with key milestones. Site visits occurred July 9 and July 10, 2026; questions were due July 17, 2026. Amendment 01 (issued August 10) posted site visit sign-in sheets, 100% design documents, and RFI responses; acknowledgment of amendment is required with quote submission.
