The procurement is a total small business set-aside under NAICS 562998 with a firm fixed-price indefinite-quantity contract vehicle.
Place of performance is Edwards AFB, California. The contractor shall provide labor, supervision, transportation, tools, equipment, and supplies to service 11 grease trap systems and 5 used cooking oil containment systems across eight facilities. Services include complete evacuation, cleaning, and inspection of grease traps; servicing and maintenance of used cooking oil collection vessels and secondary containment; scheduled monthly and quarterly maintenance; emergency service calls with response times of four hours for imminent environmental or safety hazards and six hours for non-emergency calls; and over-and-above work requiring written approval before commencement. The contractor must provide personnel with current professional certifications, maintain training records, submit a Safety and Health Plan for pre-award approval, obtain Edwards AFB base access credentials, complete Antiterrorism Awareness Level I training within 30 days, comply with OPSEC requirements, and maintain a contingency plan for crisis operations. All materials must be legally recycled or disposed of at off-base facilities with manifests provided to the Contracting Officer's Representative.
The contract spans from October 1, 2026 through September 30, 2031, with performance periods of 11–12 months per year. Minimum order requirements are $5,000; maximum order limits are $120,000 per item or combination. Contractor must comply with Wage Determination 2015-5603 Revision 32 for Kern County. The incumbent is contract FA930122D0002, scheduled to end October 31, 2026.
Evaluation uses best-value tradeoff methodology, weighing technical capability and past performance more heavily than price. Technical submissions (maximum 25 pages) must demonstrate capability in preventative maintenance, complete grease trap evacuation, vessel maintenance, legal waste disposal, scheduled service frequencies, spill prevention and mitigation, and emergency response. Past performance submissions comprise 2–3 questionnaires from projects within the last six years, rated on recency, relevancy, and quality using a scale from Exceptional to Unsatisfactory; offerors with no relevant history receive a Neutral rating. Technical submissions must receive an Acceptable rating to advance to price evaluation. Quotations must remain firm for 90 calendar days. Offerors must register in SAM.gov and complete CMMC 2.0 Level 1 self-assessment in SPRS prior to award.
