About this file
This is a Questions & Answers document for Combined Synopsis/Solicitation #FA930126Q0034 for Grease Traps & Used Cooking Oil Containment Services at Edwards Air Force Base.
The solicitation is a follow-on contract to incumbent contract #FA930122D0002, scheduled to end October 31, 2026, with an anticipated start date of November 1, 2026. The contract covers monthly grease trap servicing (CLINs x001 and x002), quarterly grease trap services (CLIN x003 with four services annually—one per quarter), and emergency service calls (CLIN x004 with four estimated calls per year, priced per call as fixed-price regardless of trap size). The services cover eight facilities with a total of three grease traps and five used cooking oil containers. The contractor must provide, service, and maintain all used oil collection vessels and secondary containment, as these existing vessels are not available from the former contractor. Pricing includes no value for recycled used cooking oil. The base period was initially 12 months (FY27); however, if award occurs after November 1, 2026, CLINs x001 and x002 will be adjusted to 11 months. The contractor must comply with Service Contract Act wage requirements, obtain all federal, state, and local certifications and licenses, maintain CMMC 2.0 Level 1 self-assessment active in SPRS at time of award, designate a contract manager available within 24 hours, submit a Safety and Health Plan (not part of the 25-page technical evaluation limit), and coordinate with the Civil Engineer Environmental Compliance office for disposal manifests. The original quote submission deadline of October 23, 2026 was extended to October 28, 2026 at 12:00 PM PDT per Amendment 2. Offerors who previously submitted quotes may submit updated quotes by the new deadline.

Questions & Answers For
Grease Traps & Used Cooking Oil Containment Services Provided via Amendment 2 to Combined Synopsis/Solicitation #FA930126Q0034
This document provides all questions the Government has received regarding this solicitation, and likewise provides the Governments responses (answers) to those questions. All questions received by the due date/time are included herein. The Government reserves the right to not answer any further questions which are received after the question due date/time has passed.
# Question Answer 1 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
This is a follow-on contract to the current contract #FA930122D0002 which is scheduled to end 31 Oct 2026.
2 The combined synopsis/solicitation cites RFO 52.222-6, Construction Wage Requirements, and Davis-Bacon WD 2015-5603 revised 05/13/2026.
Attachment 2 is Service Contract Act WD 2015- 5603, Revision 32, dated 08/27/2026. Please confirm that the Service Contract Labor Standards and Attachment 2 (Rev. 32) govern this requirement, and that the Davis-Bacon reference does not apply.
Amendment 1 posted 25 Sep 2026 corrected this.
3 Technical Subfactor 1 (Attachment 3, 52.212-2 Addendum, para B) refers to "water sampling/testing, chemical treatment/monitoring, water-quality maintenance." These tasks do not appear in the PWS. Please confirm whether Subfactor 1 should read as the grease trap and used cooking oil tasks in PWS 1.2, or identify the PWS requirements these terms apply to.
The Government had issues posting attachments and somehow a prior version was uploaded.
Amendment 1 posted 25 Sep 2026 corrected this in which a corrected Attachment 3 was provided to Offerors.
4 The Past Performance section (para C) asks for efforts "comparable to Heating Ventilation and Air Conditioning Industrial Water Treatment Services."
Please confirm that relevant past performance is grease trap, grease interceptor and used cooking oil services.
See answer to question 3 above.
5 Will the Government consider past performance of a proposed major subcontractor or teaming partner? The PPQ (Attachment 4) includes a "Sub- Contractor" option.
Yes
6 CLIN units: CLINs x003 (Quarterly Grease Trap Service) and x004 (Emergency Service Calls) are listed with a quantity of "4 Months." Please confirm the intended pricing unit, e.g., per
CLIN X003 - There will be 4 quarterly services – 1 each quarter.
CLIN X004- There will be a total of 4 Emergency Service Calls if required. - 1 for each quarter or 4
Combined Synopsis/Solicitation #FA930126Q0034 “Questions & Answers” Page 2 of 5 quarterly service event covering all quarterly traps, and per emergency call. Please also provide the estimated number of emergency calls per year.
overall per year. Pricing for this will be per emergency call.
7 Please confirm the monthly price for CLINs x001 and x002 should cover all traps/containers listed at a monthly frequency in Appendix 2 (3 grease traps;
5 used cooking oil containers).
Yes confirmed – CLIN x003 covers the Quarterly grease trap services.
8 The notice states funds are not presently available.
If award occurs after 01 November 2026, will the base period and the quantities for CLINs 0001– 0004 be adjusted accordingly?
Only CLINs x001 and x002 will be adjusted to 11 months for the Base Year (FY27)
9 PWS 1.2.5 requires the contractor to "provide, service, and maintain" used oil collection vessels and secondary containment. Are the existing vessels Government-owned, or owned by the incumbent and expected to be replaced by the new contractor?
Used oil collection vessels and secondary containment will be provided by the incoming contractor. Existing vessels are property of the former contractor and will not be available for use for this new contract.
10 May the contractor retain and recycle the collected used cooking oil, and should any value from it be reflected in pricing?
PWS 1.2.8: The Contractor shall prioritize the recycling of all applicable materials. All materials shall be removed from the installation for legal recycling or disposal at an off-base facility. All waste is transported and disposed of in full compliance with Federal, State, and local environmental law.
No value is reflected in the pricing.
11 To support pricing, please provide the trap types (in-ground interceptor vs. under-sink), sizes, and typical pump-out volumes for each Appendix 2 location, particularly Facility 2412 (Joshua Inn, 10,000 gal).
Tank sizes in appendix 2 are the estimated volume per facility. Historically, pump out volumes have been ~1/3 of the total volume for Buildings 5214 and 5611. Volumes at the other location typically average the estimated volume to include B 2414.
12 Is there an incumbent contractor?
If so, please provide the current contract number and the number of emergency and Over & Above calls over the past 12 months.
Yes
FA930122D0002
0 Emergency calls past 12 months.
13 PWS 4.9.2 requires a Safety and Health Plan to be accepted before award. Should the plan be submitted with the quote, and does it count toward the 25-page technical limit? Do licenses, permits and resumes count toward the page limit if included as appendices?
The plan shall be submitted with the Offerors Quote. It is a requirement of the contract but is NOT part of the evaluation for award. The Safety and Health Plan pages do NOT count towards an Offerors 25 page limit, nor does licenses/permits/resumes.
14 PWS 4.2.1 requires the Contract Manager to be available within 24 hours to meet with Government personnel. May this be met by phone/virtual meeting, or by a designated local alternate?
Phone or virtual meeting represented by the Contract Manager or the alternate. PWS 4.2: The CM or alternate shall have full authority to act on behalf of the Contractor on all contract matters related to the daily operation of this contract and
Combined Synopsis/Solicitation #FA930126Q0034 “Questions & Answers” Page 3 of 5 must be available within 24 hours to meet with Government personnel to discuss any concerns.
15 PWS 4.2.2.1 requires certifications and licenses before award. Please identify the specific State/local licenses or permits the Government will verify (e.g., liquid waste hauler registration, inedible kitchen grease transporter registration).
Contractor shall provide all certification and licensing requirements by the Federal, State, and local agencies.
16 Please confirm the model contract includes FAR 52.219-14, Limitations on Subcontracting, and that amounts paid to similarly situated small business subcontractors do not count toward the 50% limit.
RFO 52.219-14 “Limitations on Subcontracting” applies and is included. It does not count.
17 Attachment 6 lists quantity 4 and unit "Months" for each quarterly grease-trap and emergency-service CLIN. Is quarterly pricing one complete service of all eight quarterly grease traps, with four services per period? What does one emergency-service unit include, and how are labor, pumping, disposal and repairs divided between the emergency and Over and Above CLINs? We understand Attachment 3 excludes pricing the five O&A CLINs and uses the Government's $25,000 allowance for each period.
Please refer to answers for #6 and #7.
18 The downloaded 13-page Attachment 6 has only section headings under Contract Clauses, Representations/Certifications, and Instructions/Evaluation on pages 12–13. Could you provide the complete applicable clauses and provisions, including IDIQ minimum/maximum and ordering terms, invoicing/payment requirements and any limitation on subcontracting?
Updated document titled “Attachment 6 - Model Contract FA930126Q0034 – UPDATED 21 Oct 2026” provided with the same Solicitation Amendment as this Q&A document.
19 Are all estimated container volumes in gallons? Yes as stated in appendix 2.
20 Please confirm whether an offeror may quote without attending, and whether any site notes, photographs or supplemental information will be posted for all offerors.
The site visit was not mandatory, you may still submit a quote. However, no photographs or supplemental information (aside from the PWS and answers to questions) will be posted.
21 We understand the prime's Level 1 self-assessment must be active in SPRS before award. Which CMMC/SPRS requirements apply to the proposed service subcontractor, and what information and timing are required for subcontractor approval under PWS 4.6.9?
CMMC and SPRS Level 1 requirements apply to both prime contractors and their subcontractor(s).
Any entity—prime or sub-tier—that handles, stores, or processes Federal Contract Information (FCI) must complete an annual Level 1 self-assessment and submit their attestation/results to the Supplier Performance Risk System (SPRS).
22 Please confirm whether CMMC 2.0 Level 1 applies to this solicitation and which information systems are covered. Must the Level 1 self-assessment be completed and reflected as active and accurate in SPRS, with affirmation, at the time of quote submission (October 23, 2026), or is completion prior to award sufficient?
Yes, confirmed. An applicant’s CMMC level must be active at the time of award.

23 For an offeror that will handle Federal Contract Information only (no Controlled Unclassified Information) under this grease-trap / used-cooking-oil service contract, is Level 1 self-assessment the correct target level?
Yes, Level 1 self-assessment is correct.
24 May a company submit its quotation by the October 23, 2026 deadline while the PIEE/SPRS user role approval is still pending?
You will need a user role in order to move forward with your CMMC self-assessment. If it is still pending and your CMMC level cannot be verified at award, you will not be meeting award requirements.
25 Is any statement, evidence of the pending access request, or other document required with the quotation to accurately disclose our status?
No, we will verify a company’s CMMC level.
26 Can we use the subcontractor's experience and past performance to meet the solicitation requirements?
An awardee who intends to hire a subcontractor must meet the solicitation requirements. Their subcontractor(s) experience and past performance count.
27 Emergency calls (CLIN x004). Should the x004 unit price be a fixed price per call regardless of the trap size or gallons pumped, or will pumping during an emergency call be billed separately?
This is a fixed price per call regardless of trap size.
28 The SF-1449 schedule lists the unit for CLIN x003 (Quarterly Grease Trap Service) and CLIN x004 (Emergency Service Call) as "Months" with a quantity of 4. Please confirm that x003 should be priced per quarterly service and x004 per emergency call.
Please refer to answers for #6 and #7.
29 Disposal Manifests (PWS 1.5.1.f): Does the Civil Engineer Environmental Compliance (CEVC) office require a specific Air Force form for the disposal manifests, or are our standard commercial, state-compliant recycling manifests acceptable?
Standard commercial, state-compliant recycling manifests are acceptable?
30 Are there any known physical clearance restrictions, low overhangs, or tight turning radiuses at any of the 8 facilities listed in Appendix 2 that would restrict access for standard high-capacity vacuum trucks?
No, all are accessible.
31 Operational Disruptions (Appendix 2): For the quarterly servicing of the 10,000-gallon grease trap at the Joshua Inn Dining Hall (Facility 2412), are there any restricted hours for bringing heavy pump trucks on-site to ensure we do not disrupt daily dining operations?
Area may be accessed prior to daily operating hours.
The Joshua Inn Dining Hall at Edwards AFB is open Monday through Friday from 5:30 AM to 8:30 AM, 10:30 AM to 1:00 PM, 4:00 PM to 7:00 PM, and 11:00 PM to 1:00 AM. On Saturdays and Sundays, hours are 6:00 AM to 1:00 PM, 4:00 PM to 6:30 PM (or 7:00 PM depending on the schedule), and 11:00 PM to 1:00 AM.
Combined Synopsis/Solicitation #FA930126Q0034 “Questions & Answers” Page 5 of 5
This schedule is SUBJECT TO CHANGE.
32 Base Access Transition (PWS 4.7.2): Considering the November 1, 2026, contract start date, will the Government allow an interim escort process for initial scheduled services if DBIDS pass processing (Edwards AFB Form 496) takes longer than anticipated for our team?
A 30 day pass for Installation access will be issued until the DBIDS are processed and approved. Must be obtained at the Visitor Control Center during normal operating hours. 7:00 AM to 3:30 PM Monday-Friday (hours subject to change depending on mission requirements.)
33 Emergency vs. O&A Approvals (PWS 1.3.2 & 1.3.4): If an emergency call requires an Over & Above (O&A) repair exceeding $2,500 to mitigate an imminent environmental hazard, are we authorized to stabilize the immediate hazard within the 4-hour response window prior to receiving formal CO approval on the O&A form?
Emergency will address any imminent environmental hazards. O&A will require prior approval from the CO before executing. The winning offeror is HIGHLY encouraged to communicate immediately with the Government in these instances to ensure compliance with contractual processes.
34 Transition Phase: Upon award, will the Government coordinate a joint transition walk-through with our Contract Manager and the outgoing contractor to ensure a seamless handover prior to the November 1st start?
There is no transition phase the former contractor is obligated to perform. The Government will coordinate all efforts to ensure positive transition.
35 Appendix 2: is the "Estimated Volume Per Container" the trap capacity in gallons, and is the full volume expected to be evacuated at each scheduled service? Can the Government share the approximate number of emergency service calls per year under the current contract?
Refer to questions #11 and #12.
36 The Government has not posted the Q&A document. Will an extension be given to the due date for bids?
Yes, the Due Date for Offerors official Quotes is hereby extended to 28 Oct 2026 at 12:00 PM PDT, as reflected in Amendment 2 posted on 21 Oct 26.
Offerors who have already submitted their quote are advised that they can submit an updated quote if they desire (optional, not required). If an Offeror choses to do so, they must submit their updated quote by the new due date. The Government requests that Offerors provide SSgt Mesa/Mr. Vasquez notice of either (1) your intent to submit an updated quote or (2) if your company does not intend do update your quote. This notice will ensure the Government evaluates Offerors correct documentation.
