About this opportunity
The National Park Service Intermountain Region is seeking inspection, testing, and maintenance services for backflow prevention assemblies at Grand Canyon National Park, with proposals due July 8, 2026. This is a 100% small business set-aside under NAICS 221310, restricting bidding to firms meeting the $41.0 million size standard.
Work is performed park-wide across three locations: South Rim (accessible year-round), North Rim (closed to the public December 1 through May 15), and Inner Canyon locations (accessible via foot or helicopter). The contract runs from July 1, 2026 through January 30, 2027 as a firm-fixed-price service contract. The scope covers inspection and testing of 313 backflow prevention assemblies, with all testing to be completed within 45 days of start date and reports due by December 5, 2026. Testing must conform to University of Southern California Foundation for Cross-Connection Control and Hydraulic Research standards, NFPA 25 and 72, and Arizona Department of Environmental Quality regulations.
Contractors must hold state certifications from the California-Nevada Section of AWWA, ABPA, ASSE-affiliated with IAPMO, or AABP. General liability insurance must be $100,000 per person, $500,000 per occurrence, and $500,000 property damage, with the United States named as an insured party. Contractors must be registered in SAM as active small businesses at time of quote submission, award, and throughout performance.
Evaluation criteria are price (reasonableness and line-item balance), technical capability (written confirmation of specialization and documented experience with the statement of work), and prior experience (minimum three references from similar projects within five years). Offerors must submit a completed SF 18, capabilities statement (two pages maximum), prior experience references, and all required representations and certifications. Questions are due July 1, 2026 at 1:00 PM Arizona time. The Contracting Officer is Taylor Jones (taylor_jones@ios.doi.gov, 520-780-9294). The most recent amendment (Amendment #3, June 18, 2026) clarified that 313 backflow assemblies require testing, confirmed tester certification requirements, and specified insurance minimums.
